About this file

This is a Request for Quote (RFQ) for Continuous Forest Inventory re-measurement services on the Bad River Indian Reservation in Wisconsin.

The Bureau of Indian Affairs (BIA) Midwest Regional Office is soliciting quotes for a Firm-Fixed-Price purchase order to re-measure 147 permanent 1/5-acre forest inventory plots on the Bad River Indian Reservation in Ashland County, Wisconsin. The project is set-aside 100% for Small Businesses under NAICS code 115310 (Support Activities for Forestry) with a $11.5M size standard. The base year period of performance runs from October 1, 2026, through September 30, 2027, with delivery required by September 30, 2027. Quotes are due by August 27, 2026, at 5:00 PM Central Time and must be submitted electronically to Margie M. Tahdooahnippah at margie.tahdooahnippah@bia.gov.

Contractors must provide all labor, materials, transportation, equipment, and incidentals to relocate and re-measure the plots according to the "Bad River Continuous Forest Inventory Field Manual: 2026-2027." The government will furnish maps, GPS coordinates, tally sheets, aluminum tags and nails, flagging, field manuals, and paint. Contractors must furnish crew equipment including GPS units, clinometers, diameter tapes, cameras, and safety gear. The on-site field supervisor must hold a four-year forestry degree, and at least one crew member must have six months' forest inventory experience with specific course work in mensuration, dendrology, silviculture, and aerial photogrammetry. Contractors must achieve production milestones of ten plots by October 2026 and 70 plots by December 31, 2026. Plots are submitted in blocks of ten for inspection, with payment made per plot after block approval. Contract award will be based on Lowest-Price Technically Acceptable evaluation considering technical capability, past performance (minimum three CFI contracts within five years), and price per plot. Payment requests must be submitted through the Invoice Processing Platform (IPP) and include final invoices, certificates of completion, and releases of claims within 60 days of product acceptance.

Smartphone and/or, iPad with Avenza Maps App. is recommended Relaskop or Laser Measurement Tool is recommended

All equipment must be in good working order and able to pass inspection.

PERSONNEL QUALIFICATIONS

The contractor’s on-site field supervisor is required to have a minimum of a four-year Forestry Degree from an accredited Forestry program or college.

At least one person per survey crew must have a documented minimum of six months’ forest inventory experience and preferably be a degreed forester. At minimum they are to have had undergraduate college-level courses in mensuration, dendrology, silviculture, and aerial photogrammetry, as well as demonstrable knowledge and skills in the following areas:

-Remote sensed image interpretation -Orienteering -Field botany -Tree/log grading -WI tree species identification -Forest measurement techniques -WI Forest insect and disease agents -GPS Data collection and map reading -Mapping with Avenza Maps App

A CFI experienced forester will be available for up to five days to accompany the survey crew(s) during the first week of field work. This is to provide training for the survey crew(s). Dates will need to be arranged with the Contracting Officer's Representative (COR). The Contractor will be responsible for training additional personnel brought in after the initial training.

CONTRACT MILESTONES

The contractor may not proceed until given a signed contract by the Contracting Officer. The contractor must notify the contracting officer and her representative upon commencement of field activities. During work periods, the contractor will supply the representative with the names of crew members and a current phone number for daily contact if necessary. In addition, the contractor must meet an initial minimum production of plot measurements, which will be ten plots within the month of October 2026, and a total of 70 plots completed by December 31, 2026.

TECHNICAL SPECIFICATIONS

All detailed instructions and standards will be provided to the Contractor. Allowable tolerances for recorded data are indicated on the attached Check Cruise Summary Sheet.

The contractor must make a diligent search to locate the plot. When a contractor is unable to locate a plot, he/she must report this to the technical representative who will investigate. Upon conclusion of the investigation, the Contractor may re-establish the plot at a location as near as

Document Title

5/29/2026 possible to the original plot location. A description of the plot level data requirements is included in the field manual.

SUBMISSION OF PLOT DATA

Plots with completed field work, filled out tally sheets, plot location cards, digital photos, and GPS plot center coordinates, will be submitted to the field inspector after each block of ten.

Although, at the beginning of the project, no more than five plots can be completed before inspection to ensure quality measurements.

The contractor must submit a minimum of ten plots within 30 calendar days of the contract award.

INSPECTION AND ACCEPTANCE

Plots shall be packaged in groups of ten sample units (blocks); however, the first five plots and the second five plots will be separate units. One plot will be inspected for each unit.

The Check Cruise Summary Sheet will be used when inspecting plots. A point loss greater than 25 results in a failure.

A minimum of 10% of all plots will be inspected in the field. All plot sheets will be reviewed for potential errors. If less than 10 plots remain to be submitted at the end of the measurement, they will be considered a block.

The technical representative may designate which plots form a block and reserves the right to require the order in which blocks are completed. Each block will have at least one inspection.

The technical representative may withhold plot sheets and GIS imagery from a portion of the sample groups until specified blocks are completed.

If the plot inspection verifies that the plots meet the prescribed accuracy standards, the block will be accepted.

If a block fails the first inspection, the technical representative may require re-measurement of the entire block or specify corrective action to be taken on specific plots. If the technical representative allows re-measurement of the block, a second inspection will be required. If the block passes the second inspection, the block will be accepted. If it fails, the contract may be terminated.

MEASUREMENT AND PAYMENT

Payment will be made on a per plot basis for each block of ten after inspection and approval of the block by the BIA Inspector. For payment purposes, plots which failed inspection may be subtracted from the block. However, if the BIA deems it necessary, it retains the right to notify the Contracting Officer to withhold payment for an entire block, until the entire block is accepted. For example, a block of ten plots is submitted, and one plot is inspected and exceeds the allowable error percentage. Therefore, the block fails. Inspection of another plot in the same block passes a second inspection. In this instance, the BIA may advise the Contracting Officer to only pay for nine plots from that block.

OTHER CONDITIONS

a) The U.S. Government will not assume any responsibility for loss or damage of equipment owned by the contractor. The contractor shall hold and save the government, its officers, agents, servants and employees harmless from liability of any nature or kind for, or on account of, use of any copyrighted articles, or appliances used in the performance of this agreement, including their use by the government unless specifically stipulated in the agreement.

b) The U.S. Government will not be held liable for the death, injury, or damage in connection with the work performed to all persons, other than injury to Federal employees, or to real or personal property which results from the operation of inventory related equipment.

c) The project occurs on lands governed by the Bad River Band of Lake Superior Chippewa Indians. The field workers will be required to obtain an Access Permit from the Bad River (MASHKIIZIIBII) Natural Resources Department. If any equipment is brought onto the reservation for access purposes (ATV’s, snowmobiles, etc), equipment must be inspected prior to entering the reservation to prevent the spread of invasive species.

SUBCONTRACTING

No subcontracting of Continuous Forest Inventory (CFI) plots is allowed without the written permission of the Contracting Officer. All subcontractors or their crews must meet the qualification requirements in these specifications.

DESCRIPTION OF FIELDWORK

The following is an abbreviated description of the fieldwork. The contractor is not required to follow the order of the tasks as presented here.

In general, fieldwork requires the relocation and re-measurement of 147, 1/5th acre plots that were last measured in 2010. The field work starts by using maps, photos, and the plot location information to find the starting point of a plot. The starting point is usually a tree near a road.

Then using a GPS unit and/or Avenza with uploaded georeferenced pdf maps, the crew will navigate to the plot. Some plots may be difficult to locate and may require much searching.

Once the plot is located, the center pin (1/2-inch steel pipe - in most cases) at center of the plot is witnessed. If the plot pin is missing/damaged, it is replaced. Once the pin is witnessed, the plot boundaries must be re-established by painting an “O” on the "out" trees. Trees greater than 5” DBH that were measured in 2010 were numbered at DBH and tagged at the stump at that time.

The existing tree numbers will correspond to the tree numbers on the field tally sheets. All trees 5” and greater, including ingrowth, within the boundaries of the 1/5th acre plot are re-measured for diameter, total height, crown ratio, percent defect, tree problem, etc., and the data recorded.

Newly encountered trees 5” and greater (ingrowth) will require a new and properly numbered tag and paint. On existing numbered trees each tree number and DBH mark is re-painted, and any missing or damaged aluminum tag is replaced. Regeneration information is collected for all tree species less than 5 inches, including grouping by DBH class, height for that class, and count of trees in that class. The regeneration plot is a fixed radius (1/100th acre) and located at plot center. A site index tree is measured on or near the plot. This includes coring the tree to

Continuous Forest Inventory for GLA, Bad River Indian Reservation Page

5/29/2026 determine breast height age and distance and azimuth to the tree, as well as the usual tree measurements. General plot information is then gathered (aspect, slope, etc.). Five digital photos are taken from plot center in each cardinal direction, and one from south of the plot facing plot center. Prior to each photo, a range pole with an 8.5" x 11" piece of paper (with the Reservation, Plot number, date, and direction) will be placed 10 feet from plot center in each photo. The plot witness trees and starting point must be re-monumented (painted) so that the plot can be easily found during the next re-measurement 15 years from now. Distance and azimuth to plot witness trees must be recorded. A drawn picture with written instructions to locate the plot must also be created on the blank plot location forms provided.
