About this opportunity
GSA Federal Acquisition Service, procuring on behalf of the U.S. Department of Housing and Urban Development Office of General Counsel, is preparing to solicit an enterprise-wide Continuing Legal Education platform with a Request for Information due June 5, 2026; no set-aside is anticipated.
The platform must serve approximately 150 users across HUD Headquarters, the Departmental Enforcement Center, and Regional and Field Offices nationwide. HUD attorneys and paralegals require access to online legal education resources covering legislative, regulatory, litigation, administrative, ethics, procurement, and housing law to maintain professional competency and satisfy CLE requirements across multiple jurisdictions.
The contractor must deliver a web-based platform accessible 24/7/365 via standard commercial internet browsers, with on-demand and live/recorded CLE-accredited courses applicable across U.S. states and Puerto Rico including ethics and specialty credits. Required capabilities include centralized user account provisioning and management, compliance tracking and reporting with direct jurisdiction reporting, certificate of completion generation, legal reference materials and downloadable resources, and 24-hour response help desk support. Performance standards mandate 24/7/365 system availability, timely and accurate account provisioning, accurate CLE reporting, and current, legally relevant course content.
The anticipated period of performance is one 12-month base period with four 12-month option periods. The RFI requests information on content sourcing, administrative dashboards, user activity reporting, Single Sign-On capabilities, current federal or enterprise customers, and distribution channels including GSA Schedule contracts. Responses should be submitted to Contract Specialist Lilian Librodo (lilian.librodo@gsa.gov) and Contracting Officer Charles Enoch (charles.enoch@gsa.gov).
