The 356th Expeditionary Theater Support Group requires commercial line haul and heavy equipment transport services across military installations and port facilities on the island of Guam, including safe transport of tactical and non-tactical vehicles, tracked heavy machinery such as bulldozers and excavators, associated gear, and general freight cargo. Performance locations encompass Andersen Air Force Base (including North Gate and biosecurity treatment zones), Naval Station Guam Port Operations at Apra Harbor, Jose D. Leon Guerrero Commercial Port in Piti, Antonio B. Won Pat International Airport, and designated commercial or military maintenance yards.

The Government will provide ninety-six hours advanced notice for scheduled transports; emergency requests with less notice require mutual agreement between contractor and Government. All contractor personnel must obtain background checks, DBIDS credentials, and valid commercial driver's licenses appropriate to the vehicle class. Cargo securement must comply with FMCSA and DOT standards, utilizing Grade 70 or Grade 80 tie-down chains with ratchet binders and proper blocking for tracked equipment. Performance standards require 100 percent compliance with safe cargo securement and permit standards, and 95 percent on-time arrival within scheduled transport windows. Contractors must submit DPW Oversized/Overweight Permits in digital PDF format prior to each oversized transport.
