PERFORMANCE WORK STATEMENT (PWS)

PROJECT TITLE: Contingency Transportation Services BPA

USING AGENCY: 356th Expeditionary Theater Support Group (ETSG), Guam

DATE: 28 September 2026

1.0 GENERAL INFORMATION & SCOPE

1.1 Background and Objective

The 356th Expeditionary Theater Support Group (ETSG) requires reliable, responsive, and secure commercial line haul and heavy equipment transport services across various military installations and port facilities on the island of Guam. The objective of this contract is to safely transport heavy equipment, tactical and non-tactical vehicles, associated gear, and general freight cargo to support ongoing defense operations, exercises, and logistical movements.

1.2 Scope of Work

The Contractor shall provide all personnel, equipment, tools, materials, supervision, and non-personal services necessary to perform commercial line haul, heavy equipment transport, vehicle hauling, and freight cargo shipments as assigned by the 356th ETSG.

The Contractor shall ensure all operations are conducted safely, efficiently, and in strict compliance with federal, military, local territory, and Department of Transportation (DOT) laws and regulations.

1.3 Service Type

This is a non-personal services contract. The Government will neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. Under this contract, the Contractor shall manage, control, and supervise its personnel to ensure safe and compliant service delivery.

2.0 CONTRACTOR REQUIREMENTS &

PERSONNEL

2.1 General Performance

The Contractor shall perform commercial line haul of heavy equipment, vehicles, and freight cargo as directed by the Contracting Officer’s Representative (COR) or designated 356th ETSG representative.

2.2 Base Access, Security, and Credentials

Access Control: Contractor personnel without a military or Department of War (Dow) Common Access Card (CAC) must enter Andersen Air Force Base (AAFB) through the North Gate Visitor Control Center (VCC).

Background Checks: All Contractor personnel requiring base access must pass a background check and have an approved Government sponsor.

Defense Biometric Identification System (DBIDS): The Government will sponsor DBIDS credentials and base access passes for all qualified Contractor personnel. This access is restricted to official contract operations at designated treatment zones and transport locations on Andersen AFB and other joint region installations.

Compliance: The Contractor shall ensure all personnel maintain valid identification and follow all base security regulations.

2.3 Operator Licensing and Qualifications

Licensing: The Contractor shall ensure all vehicle and equipment operators are trained, qualified, and hold the proper commercial driver's licenses (CDL) and certifications required by the Territory of Guam and federal DOT standards for the specific class of vehicle being operated.

Safety: Operators must demonstrate the competency to safely load, transport, secure, and unload heavy machinery, tracked vehicles, and oversized cargo under diverse weather and terrain conditions.

3.0 PERFORMANCE REQUIREMENTS &

SPECIFIC TASKS

3.1 Notice and Scheduling

96-Hour Advanced Notice: The Government will provide the Contractor with no less than ninety-six (96) hours notice prior to any scheduled transport requirement.

Scheduling Adjustments: Any emergency transport requested with less than 96 hours notice must be mutually agreed upon by both the Contractor and the Contracting Officer (CO) or COR.

3.2 Equipment and Cargo Securement Standards

The Contractor shall properly secure all loads in accordance with Federal Motor Carrier Safety Administration (FMCSA) and Department of Transportation (DOT) standards.

Key cargo securement methods include, but are not limited to:

Shoring, Bracing, and Blocking: The Contractor shall secure, brace, or block oversized machinery and components on flatbeds or trailers to prevent lateral or longitudinal shifting during transit.

Tracked Equipment: Shoring must meet specific port authority and military requirements for tracked equipment (e.g., bulldozers, excavators) to protect trailer decks.

Weight Capacity Compliance: The Contractor must strictly adhere to the equipment's physical shipping or data plate weight to avoid overloading trailers, causing safety hazards, or incurring Port Authority weight fines.

Blocking and Cribbing: The Contractor shall utilize heavy-duty hardwood timbers or composite pads beneath machinery to distribute weight evenly and prevent direct metal-on-deck sliding.

Tie-Down Chains and Binders: The Contractor shall utilize Grade 70 or Grade 80 transport chains paired with ratchet binders. Lever binders are prohibited unless specifically authorized. All chains and binders must be rated for the specific Working Load Limit (WLL) of the equipment being transported.

4.0 KEY OPERATIONAL LOCATIONS

The Contractor shall perform transportation services to, from, and between the following primary locations on Guam:

Andersen Air Force Base (AAFB), Guam (including North Gate, cargo yards, and designated biosecurity treatment zones).

Naval Station (NAVSTA) Guam Port Operations, Apra Harbor.

Jose D. Leon Guerrero Commercial Port, Piti, Guam.

Antonio B. Won Pat International Airport (GUM), Tamuning, Guam.

Designated Maintenance Facilities (both military and commercial maintenance yards as directed by the COR).

5.0 GOVERNMENT-FURNISHED PROPERTY

(GFP) & SERVICES

5.1 Base Access Sponsorship

The Government will provide the necessary sponsorship, forms, and administrative routing required for the Contractor to obtain DBIDS credentials, vehicle decals, and base access passes.

5.2 Joint Port Coordination & BOL Signing

A designated 356th ETSG representative will be physically present or coordinate administrative coverage to receive and sign the Bill of Lading (BOL) from Port Authorities at the Jose D. Leon Guerrero Commercial Port in Piti, Guam.

6.0 DELIVERABLES

The Contractor shall track and submit the following deliverables to the COR:
