Substantial completion is due 405 calendar days after Notice to Proceed; liquidated damages apply starting day 406. Work is phased one building at a time in a mandatory seven-phase sequence, Monday through Friday 8:00 AM to 5:00 PM (weekend work permitted with approval). The contractor must coordinate utility disconnections and reconnections with Ever Source (electricity), Liberty (gas), and Manchester Water Works, and perform work with licensed electricians and plumbers where required. The primary staging area is approximately 20 feet by 50 feet west of Dormitory F. Davis-Bacon prevailing wage rates apply per General Decision Number NH20260021, effective May 18, 2026, covering 24 construction classifications with hourly rates ranging from $17.01 to $74.17 plus fringe benefits. A site visit is optional on September 9 at 10:00 AM Eastern. Questions are due September 14 at 12:00 PM Eastern.
