About this file

This document is Amendment 0001 to Solicitation 1605AE-26-B-00001 issued by the US Department of Labor, Job Corps Acquisition Services for the New Hampshire Job Corps Center (Project 4310) to replace siding on all buildings. The amendment, effective September 22, 2026, revises the solicitation to correct the small business size standard from $45 million to $19 million (NAICS code 238170 – Siding Contractors), incorporates RFO Clause 52.219-14 (Limitations on Subcontracting), and includes responses to bidder questions. The bid due date remains October 5, 2026 at 12:00 PM Eastern Time, with a public bid opening scheduled for October 7, 2026 at 2:00 PM Eastern Time. This is a Total Small Business set-aside requiring bidders to submit pricing for two Contract Line Items: CLIN 0001 (Construction – Replacement of Siding on Buildings A through G) and CLIN 0002 (Payment & Performance Bonds). The scope encompasses approximately 58,000 square feet of net wood siding area across seven buildings, including removal and installation of fiber cement siding planks (5 to 8 inches wide, wood grain, pre-finished), replacement of approximately 343 exterior devices and fixtures, installation of new building wrap and flashing, and coordination with utility companies and security contractors. The substantial completion deadline is 405 calendar days following Notice to Proceed, with liquidated damages assessed starting on day 406 if the entire project is not substantially complete.

Key project requirements include maintaining an active construction schedule with work hours from 8:00 AM to 5:00 PM Monday through Friday (weekend work permitted with approval), phasing work one building at a time in a mandatory seven-phase sequence due to limited on-site staging and parking, incorporating weather protection measures, obtaining all required permits and licenses, coordinating utility disconnections/reconnections with Ever Source (electricity), Liberty (gas), and Manchester Water Works, and performing work with licensed electricians and plumbers where required. The contractor shall include all temporary electrical work, utility fees, security camera removal and reinstallation costs with licensed security subcontractor testing, fire alarm coordination, caulking and sealant replacement, window flashing installation, and fiber cement trim (flat, 3.5" wide) matching the siding color. The primary staging area is approximately 20 feet by 50 feet west of Dormitory F, with all material storage, equipment placement, and dumpsters to be managed within available space. The contractor must field-verify all site conditions and quantities, including the estimated 100 square feet of sheathing replacement per building and any additional damaged materials discovered during removal, and include all associated costs in the firm-fixed-price bid.

Amendment 0001 is issued to provide the

Government’s responses to questions received and to revise the solicitation as follows:

Section K.11, RFO 52.219-1, Small Business

Program Representations (DEVIATION), paragraph

(b)(2), is revised by deleting “$45 Million” and replacing it with “$19 Million.” The applicable NAICS code remains 238170 – Siding

Contractors.

Section I.1 is revised to incorporate RFO

52.219-14, Limitations on Subcontracting

(DEVIATION) into the solicitation by reference.

The attached Questions and Answers are incorporated into the solicitation.

The bid due date remains October 5, 2026 at

12:00 PM Eastern Time.

All other terms and conditions remain unchanged unless specifically revised by this amendment.

Solicitation No. 1605AE-26-B-00001 New Hampshire JCC 4310 Replace Siding on All Buildings

Questions and Answers The solicitation states that attendance at the September 9, 2026 organized site visit was optional and that offerors who did not attend may still submit a bid. H.22 further provides that each offeror is responsible for visiting the project site and verifying pertinent site conditions. For offerors that were unable to attend the organized site visit, will the Government permit an additional pre-bid site visit prior to bid submission? If so, may the offeror coordinate the visit directly with the current Center Operator, Adams and Associates, or should all requests be coordinated through the Contracting Officer/Contract Specialist?

DOL Response: Attendance at the September 9, 2026 site visit was optional, and any potential bidders that did not attend may still submit a bid that will be considered in accordance with the terms and conditions of the solicitation. However, the Government does not intend to offer any additional site visit opportunities at this time.

Will the Government provide the site-visit attendance list, meeting notes, photographs, questions and answers, or other information made available during the September 9, 2026 site visit to all prospective bidders? If photographs or other documentation were developed by the Government or Engineering Support Contractor showing existing siding, penetrations, access constraints, deterioration, staging, or elevations, will those materials be posted for all bidders?

DOL Response: A copy of the site visit attendance list is attached to Amendment 0001. No questions were permitted at the site visit, and no other information was made available at the site visit.

Please confirm the final date and time by which electronic bids must be received.

DOL Response: Refer to Block 13 on the SF 1442 for due date and time for bids.

Please confirm that bidders are to complete and submit the pricing for Contract Line Item Numbers 0001 and 0002 shown in Section B.3.

DOL Response: Yes. Bidders shall complete and submit pricing for CLIN 0001, Construction – Replacement of Siding on Buildings A, B, C, D, E, F & G, and CLIN 0002, Payment & Performance Bonds, as shown in Section B.3.

Please provide the Government’s estimated construction magnitude or estimated project cost range, if available.

DOL Response: The solicitation does not state a Government estimated construction magnitude or project cost range.

Please confirm that the $45 million size standard stated in the solicitation is the applicable size standard for this acquisition.

DOL Response: Correction: The applicable NAICS code for this acquisition is 238170- Siding Contractors, with a size standard of $19 million. Section K.11, RFO 52.219-1 will be corrected accordingly through Amendment 0001.

Please confirm the limitations on subcontracting requirements applicable to this Total Small Business set-aside, including whether Federal Acquisition Regulation 52.219-14, Limitations on Subcontracting, applies to the resulting contract.

DOL Response: RFO Clause 52.219-14, Limitations on Subcontracting (DEVIATION) applies to this solicitation and any resulting contract and has been incorporated into the solicitation via Amendment 0001.

Please confirm: Whether the financial statement requirement applies only to the prime contractor, or whether financial statements are also required from subcontractors at the time of bid submission?

DOL Response: The requirement in Section L.10.3 requires a Company Financial Statement applies only to the bidder (prime contractor or joint venture, if applicable). Financial statements are not required from any subcontractors.

Please confirm whether any amendments to IFB 1605AE-26-B-00001 have been or will be issued before the September 14, 2026 question deadline, and whether updated as-built drawings reflecting current site conditions — including fixture and device locations

— will be provided to bidders.

DOL Response: As of September 14, 2026, no amendments had been issued for the subject solicitation. Any necessary amendments and/or additional information will be posted on SAM.gov. No updated as-built drawings reflecting current site conditions are available. The Statement of Work includes the applicable fixture and device locations for this requirement.

Please confirm whether liquidated damages apply per individual phase milestone or only against the overall substantial completion milestone of 405 calendar days from NTP.

DOL Response: In accordance with Section H.17, liquidated damages shall begin a day after substantial completion. In accordance with Section F.4, Substantial Completion shall be accomplished within 405 calendar days following receipt of a Notice to Proceed.

Therefore, the assessment of liquidated damage will begin on the 406th day after issuance of a Notice to Proceed, unless substantial completion has been achieved for the entirety of the project.

We respectfully request that the Government consider changing the NAICS classification and applicable size standard to NAICS 236220 – Commercial and Institutional Building Construction, as we believe this classification more appropriately reflects the overall scope and nature of the project.

DOL Response: As the preponderance of the work involves the removal and installation of siding or other finish material, the NAICS Code 238170, Siding Contractors is best suited for this solicitation and project.

Before today’s noon Eastern questions cutoff, please provide an accessible official download route for the IFB and attachments J.1, J.2 and J.3. SAM displays their public filenames, but our Download All attempt has not produced retained files. Regarding the SAM Description paragraphs “Questions Due” and public bid opening: we are using October 5 at noon Eastern as the bid receipt deadline and understand October 7 at 2:00 PM Eastern is only the public opening. Please confirm that distinction and the controlling offer delivery route. We understand the September 9 visit was optional.

DOL Response: A copy of the solicitation, as well as any attachments and/or amendments are available at SAM.gov. Ensure that bids are submitted in accordance with the instructions included in the solicitation by the specified date and time in the solicitation.

Currently, a public bid opening is scheduled for October 7, 2026 at 2pm Eastern Time.

The solicitation directs bidders to include 100 SF of replacement sheathing per building for bidding purposes, but also requires the Contractor to repair or replace damaged sheathing, insulation, wood rot, framing, cracks, holes, and other concealed deterioration discovered after removal of the existing cedar siding. Please confirm that the base bid should include 100 SF of sheathing replacement per building as the Government-established bidding quantity and clarify how quantities of deteriorated sheathing or other concealed substrate conditions exceeding the stated quantity will be addressed after award.

DOL Response: The base bid shall include the specified 100 SF of sheathing per building, and associated repair/replacement work as indicated in the Scope of Work, section C. ARCHITECTURAL WORK. Should any additional sheathing be required, the situation will be handled in accordance with the terms and conditions of the contract.

Have the existing cedar siding, coatings, caulking, weather barrier, sheathing, or other materials anticipated to be disturbed been surveyed or tested for lead, asbestos, PCBs, mold, or other hazardous materials? If so, please provide the applicable reports. If hazardous materials not specifically identified in the solicitation are encountered during demolition, please clarify the Contractor’s responsibilities and how any required remediation will be addressed under the contract.

DOL Response: Based on the age of the buildings, hazardous materials are not anticipated. If suspected hazardous materials are encountered during demolition, the situation will be handled in accordance with the terms and conditions of the contract.

Please identify the required fiber-cement siding profile, plank exposure or width, texture, factory finish or field finish, color, trim material/profile/color, corner treatment, and fastening system that bidders should use as the basis of bid. If one or more of these selections will be made after award, please provide the pricing basis the Government intends all bidders to use so bids are prepared on a comparable basis.

DOL Response: For material specifications, the contractor shall follow the Scope of Work, Section C. ARCHITECTURAL WORK,

2. Fiber Cement Siding. The width of the siding planks should be selected to maintain the intended appearance of the exterior façade.

Acceptable plank widths range from 5 inches to 8 inches, wood grain, pre-finished planks, allowing flexibility while ensuring the architectural look is preserved. Color to match the existing.

The Statement of Work identifies approximately 58,000 SF of wood siding across Buildings A through G. Please clarify whether these quantities represent net siding area after deductions for windows, doors, and other openings, or gross exterior elevation area. Please also confirm whether bidders are expected to independently field-verify the quantities and include the actual quantity required to complete the work in their firm-fixed-price bids.

DOL Response: Per the Scope of Work, Section A. SPECIFIC WORK REQUIREMENTS, 3. The approximately 58,000 square feet, represents the estimated net wood siding area for Building A through G. Bidders are expected to field verify quantities, and include the actual quantities required to complete the work in their firm-fixed-price bids.

Are there any restrictions on the use or placement of scaffolding, boom lifts, scissor lifts, mast-climbing platforms, or other access equipment required to perform the siding work? Please identify any known areas where ground conditions, student or pedestrian circulation, fire lanes, overhead utilities, landscaping, building access, or Center operations restrict equipment placement or access to the exterior elevations.

DOL Response: Per the Scope of Work, Section D. SITE SAFETY, CONDITIONS, AND SECURITY, 1. The Contractor must maintain site safety and minimize disruptions affecting building occupants and Center operations. The contractor shall field verify site conditions and determine the appropriate means and methods for accessing the work.

Please identify the normal permissible construction work hours, including the earliest start and latest finish times, and whether weekend or Saturday work is permitted. Are there Center activities, student schedules, quiet hours, academic testing periods, meal periods, special events, or other recurring operational restrictions that bidders should incorporate into anticipated production rates and project scheduling?

DOL Response: The normal permissible construction work hours are 8:00am to 5:00pm, Monday through Friday. Weekend work is permitted with prior approval from the Contracting Officer and Center.

Is the seven-phase building sequence described in Section C.1 mandatory as written, or may the Contractor propose an alternate sequence or additional concurrent work where it can demonstrate equivalent protection of Center operations and exposed building surfaces? Specifically, may multiple installation crews work concurrently on separate buildings beyond the limited one-elevation demolition overlap described in the Statement of Work, subject to Government approval?

DOL Response: The seven-phase building sequence described in Section C.1 is mandatory. Due to the limited storage and parking space available at the Center, the work shall be phased one building at a time in accordance with the sequence established in the solicitation.

Given the 435-calendar-day performance period, the requirement to incorporate reasonable allowances for typical regional weather, the requirement that no elevation be left unprotected overnight or during forecast adverse weather, and applicable manufacturer installation requirements, does the Government anticipate siding construction continuing through winter conditions? May the Contractor utilize temporary enclosures, temporary heat, or other weather-protection systems to maintain installation activities during winter, subject to applicable safety and manufacturer requirements?

DOL Response: Per the Scope of Work, Section 6. Weather Protection, a. The Contractor shall incorporate into the project schedule reasonable allowances for typical regional weather impact based on historical weather data, b. The Contractor must provide weather protection over exposed surfaces during construction to safeguard exposed areas, and c. No elevation shall be left unprotected overnight or during forecast adverse weather conditions.

For Building G, please confirm whether all temporary feeder and conduit work, Unistrut support, temporary grounding, generator-related work, utility disconnect/reconnect charges, inspections, and utility fees associated with the temporary service arrangement are to be included in the base bid. Please also clarify responsibility for fuel and operating costs for the existing gas-powered standby generator during the period in which Building G is served from the generator.

DOL Response: All temporary feeder and conduit work, Unistrut support, temporary grounding, generator-related work, utility disconnect/reconnect charges, inspections, and utility fees associated with the temporary service arrangement are to be included in the base bid. Fuel and operating costs for the existing gas-powered standby generator will be the responsibility of the New Hampshire Job Corps Center and shall not be included in the Contractor’s base bid.

For required coordination with electric, gas, water, or other utility service providers, should bidders include all utility-provider disconnect/reconnect, meter, inspection, permit, and service charges in the base bid? If available, please identify the serving utility companies and any known utility requirements, fees, or anticipated lead times that may affect performance.

DOL Response: Yes. The names of all utility companies are as follows:

• Electricity: Ever Source

• Gas: Liberty

• Water: Manchester Water Works

The Statement of Work requires removal and reinstallation of 36 security cameras and states that, after siding replacement, the Contractor shall coordinate with the Job Corps Data Center to retain the services of a licensed security contractor to test security cameras, horns, loudspeakers, and other equipment.

Please clarify whether the Government/JCDC will provide the licensed security contractor or whether the prime Contractor is required to retain and pay for that contractor. Please also clarify the required scope of functional testing and responsibility for equipment documented as nonfunctional prior to removal.

DOL Response: The Contractor is responsible for the removal and reinstallation of the 36 security cameras and for retaining and paying for a qualified/licensed security subcontractor as necessary to perform this work. Following completion of the siding replacement and reinstallation, the Contractor and its security subcontractor shall coordinate with the Job Corps Data Center to test the security cameras, horns, loudspeakers, and other affected equipment to verify proper operation. Any equipment documented as nonfunctional prior to removal shall not become the Contractor’s responsibility to repair solely as a result of this requirement;

however, the Contractor remains responsible for any damage caused by its removal, reinstallation, or construction activities.

The solicitation identifies approximately 343 exterior devices and fixtures to be removed and reinstalled in connection with the siding work. Please confirm whether the device/fixture quantities shown in the solicitation are Government-established bidding quantities or informational estimates only. How should bidders account for additional devices, fixtures, penetrations, or similar conditions discovered during field verification or performance that are not reflected in the listed quantities?

DOL Response: The quantity of approximately 343 exterior devices and fixtures provided in the solicitation is for informational and estimating purposes only. The Contractor is responsible for field verifying existing conditions and accounting for all exterior devices, fixtures, penetrations, and similar conditions associated with the buildings that are required to be removed and reinstalled in connection with the siding work. Bidders shall include all such work necessary to complete the requirements of the solicitation in their bid.

Please confirm the approximate dimensions and availability of the designated laydown/staging area west of Dormitory F and whether the Contractor may place secure storage containers, job trailers, dumpsters, and bulk material deliveries in this area for the duration of construction. If the designated area is insufficient for phased siding materials and demolition operations, will additional staging or laydown areas be available subject to Center and Government approval?

DOL Response: The available staging area at the Center is limited. The primary laydown and staging area is located on the west side of Dormitory F, as identified in the Scope of Work, and is approximately 20 feet by 50 feet. The Contractor shall plan and manage material deliveries, storage, equipment, dumpsters, and construction phasing within the available staging area and in accordance with the Scope of Work requirements.

Please identify the permits, licenses, and inspections known to be required by the City of Manchester, State of New Hampshire, utilities, fire authorities, or other authorities having jurisdiction for this project. Has the Government determined whether building, electrical, fire, dumpster, temporary service, street/access, or other permits are required, and should bidders include all associated fees in the base bid?

DOL Response: Per the Scope of Work, Section 3, Permits and Licenses, the Contractor is responsible for determining which permits, licenses, inspections, and other regulatory approvals are required to perform the work in Manchester, New Hampshire, and for obtaining all such required approvals. The Contractor shall coordinate with the applicable authorities having jurisdiction and include all associated permit, license, inspection, and related fees in its bid.

The solicitation references existing as-built drawings as informational documents. Are there additional exterior elevations, wall sections, flashing details, original construction drawings, prior repair documents, hazardous-material surveys, roof details, condition assessments, site-visit photographs, or other existing-condition information available that is not currently included in the solicitation package? If so, please make those materials available to all bidders prior to bid submission.

DOL Response: No. There are no additional documents available other than those included and/or referenced in the solicitation package.

Please confirm the controlling notification requirement for planned utility interruptions.

DOL Response: Per the Scope of Work, Section B. SPECIFIC REQUIREMENTS, 1. Center Operations, h. The Contractor shall NOT proceed with utility interruptions without written permission from the Department (DOL), and with prior coordination with the Center.
