About this opportunity

The Department of the Army Corps of Engineers Engineering District Norfolk is seeking a Design-Build contractor for a Multi-Purpose Dynamic Training Range at Fort Barfoot, Virginia. The project involves designing and constructing various training facilities, including an operations/storage building (800 SF), a compressor building (625 SF), and multiple training stations for individual and group military training. Key contract requirements include developing static and dynamic live fire training stations, shock-absorbing concrete walls, pneumatic and non-powered targetry systems, and implementing low-impact development site improvements. The project will require comprehensive site preparation, including clearing and grubbing trees, landscaping, drainage, parking, and anti-terrorism/force protection features. While specific evaluation criteria are not detailed in the solicitation, the contract appears to require comprehensive design and construction capabilities specific to military training infrastructure.

The solicitation is designated as a Total Small Business set-aside, indicating that only small businesses are eligible to compete for this contract. The project is located at Fort Barfoot, Virginia, with no existing utilities (electricity, water, or sewer) available on-site. The contract does not include telecommunications, fire protection, or fire detection requirements. The project falls under NAICS Category 236220 for Commercial and Institutional Building Construction and PSC Category Y1JZ for Construction of Miscellaneous Buildings. The solicitation was posted on November 29, 2023, with a response due date of April 16, 2025, providing potential contractors with an extended period to develop and submit comprehensive proposals. While specific budget ranges are not disclosed, the complexity of the project suggests a significant investment in military training infrastructure design and construction.
