About this opportunity

The New Jersey National Guard, under the Department of the Army National Guard, is seeking a single firm fixed-price contract for the construction of an F-16 Mission Training Center at the 177th Fighter Wing in Egg Harbor Township, New Jersey. The procurement encompasses all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to complete the base construction work, with eight optional line items including parking spaces, masonry work, signage, and a concrete support simulator. The contract will be evaluated using Source Selection Procedures in accordance with FAR 15.3, DFARS 215.3, and AFARS 5115.3, with technical evaluation factors included in the assessment criteria. Key deadlines include submission of pre-proposal questions by May 21, 2026, directed to 177fw.contracting.org@us.af.mil; a pre-proposal conference and site visit tentatively scheduled for May 13, 2026 at 1:30 PM local time; and a solicitation closing date tentatively set for June 2, 2026. The full Request for Proposal is expected to be issued on or about May 1, 2026, with actual dates and times to be confirmed in the solicitation documents.

This opportunity is designated as a 100% small business set-aside under NAICS Code 236220 (Commercial and Institutional Building Construction), with a small business size standard of $45,000,000. The construction project magnitude exceeds $10,000,000, requiring contractors with substantial capacity and experience in large-scale military facility construction. The contract duration is 425 calendar days after receipt of notice to proceed, encompassing all construction activities, inspection, and punch list completion. The government has identified Advantor Systems Corporation as a critical vendor for security equipment and systems integration, as documented in the justification and approval filing, ensuring compatibility with existing base infrastructure and maintenance agreements. While the pre-solicitation notice indicates this is a competitive procurement open to small businesses, the security systems component has been justified as a sole-source requirement due to proprietary compatibility requirements with Air National Guard installations.
