About this file
This is a Justification and Approval document for procurement of security equipment on an other than full and open competition basis.
The 177th Civil Engineering Squadron at Atlantic City, New Jersey is procuring Access Control Systems (ACS) and Intrusion Detection Systems (IDS) from Advantor Systems Corporation (ASC) as part of the F-16 Mission Training Center construction project. The requirement includes equipment provision, installation, design drawings, connections, testing, and training to create a fully operational system integrated with existing 177th Fighter Wing security infrastructure. The procurement is justified under 10 U.S.C. 3204(a)(1) and RFO FAR 6.103-1 (only one responsible source) because Advantor operates a proprietary security infrastructure exclusive to the Air National Guard installation. Advantor is identified as the sole source available to service USAF-approved, PL3-certified ACS and IDS equipment compatible with existing base systems. The company's products are available through GSA Federal Supply Schedule GS-07-F-8785D. No other sources will be considered due to the complexity of the project and the mission-critical requirement for compatibility with existing warranties and maintenance agreements. The document certifies that anticipated pricing will be fair and reasonable based on previous procurement history and current GSA pricing. Contracting Officer Johanna Paz approved this single-source procurement on April 24, 2026, subject to availability of funds and prior authorization.

FAR Part 6 Justification and Approval for Other than Full and Open Competition
1. Requiring Activity: 177 CES, Atlantic City, New Jersey
2. Contracting Activity: 177 MSC
3. Description of Action: For the construction of the new F-16 Mission Training Center (MTC), the government requires the procurement of security equipment from Advantor Systems Corporation (ASC). This requirement ensures the installation of Access Control Systems (ACS) and Intrusion Detection Systems (IDS) that maintain full compatibility with the existing security infrastructure (provided by Advantor) utilized across all other installation facilities at the 177FW New Jersey Air National Guard.
4. Description of Supplies/Services: ASC shall provide and install Access Control and Intrusion Detection equipment to tie into existing 177FW Advantor security infrastructure. ACS will provide design drawings, most current version of equipment, connections, testing, and training to provide a fully operational system.
5. Authority Cited: RFO FAR 6.103-1: Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C 3204(a)(1).
6. Reason for Authority Cited: The application of 10 U.S.C. 3204(a)(1) and RFO FAR 6.103-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements) is required for this procurement. The existing access control, intrusion detection, and security camera systems utilized to secure 177FW buildings and military assets operate on a proprietary infrastructure exclusive to Advantor Systems.
Procurement by other than full and open competition is necessary because Advantor is the only source available to service the Advantor-brand, USAF-approved, and PL3-certified ACS & IDS. Therefore, it is in the Government's best interest to retain Advantor Systems Corporation to provide, update, maintain, and repair all equipment and services associated with its systems.
7. Efforts to Obtain Competition: No other sources shall be considered for this requirement. Due to the complexity and total value of the F-16 MTC project, it is in the best interest of the government to have Advantor provide the ACS and IDS portion of this project to interface with the existing security system on base.
8. Actions to Increase Competition: N/A
