About this opportunity

The U.S. Army Corps of Engineers Norfolk District is preparing to solicit a Design-Build construction contract for a Consolidated Warehouse Facility at Radford Army Ammunition Plant in Radford, Virginia, with solicitation expected in the second quarter of FY27. This is a sources sought notice (W9123627X1CO1) with responses due by 10:00 a.m. EDT on October 19, 2026; no award will be made from this notice.

The facility will replace eight warehouse structures damaged by Hurricane Helene flooding on September 27, 2024, and will be located outside the floodplain to support RFAAP's primary mission of manufacturing propellants and explosives for U.S. weapons systems. The project encompasses site preparation, utility connections, stormwater management, roadway and pedestrian improvements, and construction of a consolidated warehouse with 3-level rack storage, climate control, fire doors between bays, exhaust fans for dust mitigation, covered loading docks, restrooms, and a minimum 25-year service life. Construction duration is anticipated at 1,095 calendar days. The estimated magnitude is $25 million to $100 million under a Firm-Fixed Price structure. USACE will provide a 15% design package; the selected contractor will complete the remaining design and perform all construction.

A Project Labor Agreement is anticipated given the estimated cost exceeds $35 million.
