The project involves replacing eight warehouse structures damaged by Hurricane Helene flooding on September 27, 2024, with a consolidated warehouse facility located outside the floodplain. The facility must support RFAAP's primary mission of manufacturing propellants and explosives for U.S. weapons systems. Key facility requirements include improved safety and ergonomics for employees, exhaust fans for dust mitigation, fire doors between bays, 3-level rack storage systems, climate control, restroom facilities, covered loading docks, and a minimum 25-year service life. The project encompasses site preparation (clearing, grading, erosion control), utility connections, stormwater management, and adjacent roadway and pedestrian improvements. The anticipated construction duration is 1,095 calendar days. The estimated magnitude of construction is $25 million to $100 million, with a Firm-Fixed Price contract structure anticipated. The solicitation is expected in the 2nd Quarter of FY27. USACE will provide a 15% design package; the selected contractor will complete the remaining design and perform all construction.
Interested firms should respond with a capabilities statement (maximum 6 pages) addressing: company information and SAM.gov registration status, small business classification under NAICS code 236220 (commercial and institutional building construction, $45 million size standard), bonding capability, up to five similar completed projects with references and dollar values, and factors encouraging or discouraging competition. The Government will require large businesses to submit approved subcontracting plans, bid guarantees per RFO 52.228-1, and 100% payment and performance bonds within 10 calendar days of award. A Project Labor Agreement (PLA) is anticipated given the project's estimated cost exceeds $35 million; the notice requests detailed industry feedback on PLA impacts, local labor availability, prior local PLA usage, cost implications, and bidding intentions with or without PLA requirements. All responses must be submitted electronically to Philip.D.Mathews@usace.army.mil and Candace.C.Lotomau@usace.army.mil no later than 10:00 a.m. EDT on October 19, 2026. No award will be made from this notice; it is for market research purposes only.
