About this opportunity

The U.S. Department of Housing and Urban Development (HUD) is seeking to procure construction inspection services for onsite inspections of new construction and substantial rehabilitation of multifamily housing projects across five regional areas spanning all 50 states, Washington D.C., and Puerto Rico. These services will support HUD's Office of Multifamily Housing mortgage insurance underwriting and capital advance programs by providing field data necessary for informed construction phase decisions. Key contract requirements include conducting application phase inspections, pre-construction conferences, monthly construction monitoring inspections, warranty inspections, and administrative tasks such as reviewing requisitions and change orders. Project managers must possess a minimum of three years managing multifamily construction inspections or five years managing combined multifamily and commercial construction with at least one year multifamily experience, while all inspectors must demonstrate three years of recent construction inspection experience within the past six years with knowledge of building codes, HUD regulations, and federal accessibility standards. The primary evaluation criterion focuses on meeting a 95% performance standard for HUD-95379 Trip Reports delivered deficiency-free within five business days of inspection, with incentive and disincentive adjustments for compliance levels above 98% or below 95% respectively. Responses to this market research notice are due by March 5, 2026, though HUD explicitly reserves the right to conduct a formal solicitation separately and notes that responding does not guarantee participation in future contracts.

This is a Total Small Business set-aside opportunity with a base year plus four option years for a five-year contract period. No incumbent contractor or award value information has been disclosed in this pre-solicitation notice, and HUD has not identified potential budget ranges at this market research stage. The contract encompasses five distinct regions: the Northeast Region (13 states plus Washington D.C.), Southeast Region (8 states plus Puerto Rico), Midwest Region (6 states), Southwest Region (9 states), and West Region (14 states), requiring nationwide coverage and staffing capacity. Inspections must be conducted between 7:00 a.m. and 6:00 p.m. within the applicable time zone, Monday through Friday, excluding federal holidays, indicating substantial field presence requirements throughout the contract period. All deliverables must be submitted electronically in standard formats including PDF, Word, and Excel documents utilizing standardized CDR numbering and required cover letters as specified in HUD's Quality Control Plan requirements.
