About this file
This is a Combined Sources Sought Notice and Request for Information (RFI) for HUD Construction Inspection Services. The U.S. Department of Housing and Urban Development is conducting market research to identify qualified small business contractors capable of providing construction inspection, quality assurance, and project oversight services nationwide. HUD will use responses to assess market capabilities, determine acquisition strategy (including potential small business set-aside eligibility), evaluate regional coverage and staffing, and inform future solicitation development. This notice is for market research only and does not constitute a solicitation or guarantee of contract awards.
HUD requires construction inspection services for projects including Section 223(f) application phase inspections, pre-construction conferences, new construction and substantial rehabilitation, Section 223(f) repairs, and guarantee/warranty inspections. Contractors must deliver reports and documentation using specific HUD forms (HUD-95379, HUD-92448, HUD-92464M, HUD-92437) meeting Quality Control Plan requirements and electronic submission standards. Services must be performed at construction sites across five regions: Northeast (13 states plus Washington D.C.), Southeast (8 states plus Puerto Rico), Midwest (6 states), Southwest (9 states), and West (14 states). Respondents should provide company information, past performance on federal projects, technical approach to meeting deliverables, staffing and mobilization capacity, and optional pricing approach. Responses must be submitted as PDF or Word documents not exceeding 15 pages by the specified deadline. HUD reserves the right to conduct a formal solicitation separately and will not make awards based solely on this notice.
