About this opportunity

The Department of the Air Force Air Education and Training Command has issued a Special Notice for Title I Architect and Engineer Services to provide a Planning Charrette Report for a Resiliency Center at Keesler Air Force Base in Mississippi. This acquisition is being conducted as a 100% Small Business set-aside under NAICS code 541330 "Engineering Services" with a size standard of $25.5 million. The project involves investigating and documenting four Courses of Action for the Vandenberg Commons building, a 38,400 square foot two-story facility constructed in 1953 that currently faces significant infrastructure challenges including accessibility deficiencies, asbestos, lead-based paint, termite damage, and obsolete HVAC and electrical systems. The Air Force will utilize FAR Part 36 procedures for architect-engineer contract selection. The contract performance period is 203 calendar days following award.

The primary objective is to develop comprehensive planning documentation through a charrette process that will recommend the most appropriate course of action for addressing the facility's infrastructure needs and compliance issues. The Request for Qualifications package was posted on SAM.gov on July 28, 2025, with the submission deadline extended to August 14, 2025, at 11:00 AM CDT. Only small businesses are eligible to participate, and contractors must be registered in the System for Award Management (SAM) database with a UEI number to be considered for award. Additionally, architects must possess an NCARB certificate and hold a current license to practice architecture from a U.S. licensure board. The Air Force will select the three most highly qualified firms based on specialized experience, technical competence, location knowledge, professional qualifications, capacity to accomplish work, and past performance. Interested firms must submit Standard Form 330 qualification packages electronically, and the evaluation will occur in two phases culminating in discussions with shortlisted firms to select the top-ranked contractor.
