About this file

The document is a Basis of Estimate (BOE) Worksheet template used by the Air Force Civil Engineer Center (AFCEC) to document assumptions and methods for developing construction cost estimates. The four-page template provides a structured framework for capturing project details, including general project information, project summary, key assumptions, and estimate description. Sections include spaces to document project location, duration, facility systems, environmental considerations, cost data sources, potential cost growth responses, and supporting documentation.

The template is specifically associated with a federal contract opportunity (Solicitation MAHG043002CR) for Title I Architect and Engineer Services to develop a Planning Charrette Report for a Resiliency Center at Keesler Air Force Base. The acquisition is a 100% small business set-aside with a NAICS code of 541330 (Engineering Services), with a $25.5 million size standard. The Request for Qualifications will be posted on SAM.gov around 28 July 2025, with responses due by 11 August 2025, and a 203-day contract performance period following award.
