About this opportunity
The Federal Emergency Management Agency (FEMA) has issued a Special Notice regarding the consolidation of two existing FEMA contracts - the Disaster Housing and Assessment Teams and Mission Contingency Planning Contract, and the Logistics and Construction Support Contract. FEMA proposes to combine the requirements of these two contracts into a single $698.7 million Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 5-year period of performance.
The purpose of this consolidation is to increase efficiency, lower costs, and improve FEMA's disaster response capabilities. FEMA conducted market research, including a Request for Information (RFI), draft Performance Work Statement (PWS), and industry day, which indicated that both large and small businesses have the capability to perform the consolidated requirement. The consolidated contract is expected to achieve $41.1 million (5.9%) in cost savings through reduced acquisition cycle times, increased efficiencies, and decreased program expenses related to the Transitional Sheltering Assistance program. The solicitation will be unrestricted, but offerors will be required to submit small business subcontracting and participation plans, with small business goals of 43% for all small businesses, 5% for small disadvantaged businesses, 5% for women-owned small businesses, 5% for service-disabled veteran-owned small businesses, and 3% for historically underutilized businesses.
