About this opportunity
The U.S. Army Corps of Engineers, Omaha District has issued a consolidation notice for a $699 million small business set-aside opportunity involving Design-Build/Design-Bid-Build construction services for fuel-related projects. The notice pertains to solicitation W9128F26RA024, which will establish Multiple Award Task Order Contracts (MATOC) under an Indefinite Delivery Indefinite Quantity (IDIQ) structure for petroleum, oil, and lubricants program construction projects. The contracts will cover projects within the Omaha District's Area of Responsibility and support both Department of Defense and other federal agencies. The consolidation is being conducted in accordance with Federal Acquisition Regulation requirements, and the government has determined that the benefits of consolidation substantially exceed alternative approaches. This notice also covers a potential related MATOC under solicitation W9128F26RA011 if that requirement is eventually released.
The primary purpose of this consolidation is to streamline acquisition processes for fuel storage and pipeline construction projects while maintaining small business participation through the total small business set-aside designation. The solicitation for W9128F26RA024 is anticipated for release on or around October 15, 2025, with the current consolidation notice remaining available through October 6, 2025, satisfying the minimum seven-day posting requirement. Contractors interested in participating must qualify as small businesses and possess capabilities in oil and gas pipeline construction and fuel storage building construction, as indicated by the NAICS code 237120 and PSC code Y1GC. The opportunity encompasses both Design-Build and Design-Bid-Build delivery methods, providing flexibility in project execution approaches. The MATOC structure will allow for multiple contract awards, enabling the government to distribute work among several qualified small business contractors across various task orders over the contract period.
