About this opportunity

The U.S. Army Corps of Engineers, Mobile District, issued a Determination and Findings (D&F) for consolidation of contract requirements on May 27, 2026, establishing an IDIQ MATOC valued at $450 million to provide Operations & Maintenance with Incidental Repair and Minor Construction services for the Defense Health Agency across the East of the Mississippi Region through December 1, 2026. The D&F is publicly available for seven days under Revolutionary FAR Overhaul guidelines, which require written justification for consolidations exceeding $2 million.

The MATOC will support healthcare facilities at military installations across 23 states and territories, delivering repair of real property installed equipment, preventive maintenance, demand maintenance, emergency maintenance, and minor construction at medical centers, clinics, dental facilities, behavioral health facilities, and research laboratories. The contract features a single five-year ordering period with six total awards—three reserved for small businesses—using Firm Fixed Price and competitive selection under RFO Part 15.

The consolidation approach was selected over stand-alone contracts and smaller regional MATOCs based on acquisition cycle benefits (70 days versus 140 days), operational continuity for mission-critical healthcare services, streamlined administration, improved quality consistency, and enhanced small business opportunities. Market research confirmed positive response from both large and small businesses supporting the single regional structure. The Sources Sought Notice (W9127825RSN02) closed November 5, 2025.
