About this opportunity
The Department of the Interior Bureau of Reclamation issued Solicitation 140R2026Q0048 on March 13, 2026, to procure confined space rescue equipment for the Northern California Area Office's Rescue Team. The requirement encompasses 11 personal gear sets in various sizes (2 Small, 6 Medium, 3 Large) and 1 rescue technician kit, with multiple line items including Petzl climbing equipment, carabiners, harnesses, headlamps, radios, stretcher packs, stainless steel litters, ropes, tripod systems, gloves, and various rigging and rescue hardware. Most items are designated as American Emergency Response Training (AERT) brand-name requirements due to proprietary functions, exclusive licensing rights, and operational continuity with existing personnel training. The solicitation will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, with awards made to responsive vendors whose quotes conform to all requirements; partial quotes will be rejected. The original quote due date was March 19, 2026, at 1:00 PM Pacific Daylight Time, though the solicitation was subsequently canceled via Amendment 0002 on March 19, 2026.
This is a total small business set-aside under NAICS code 339999 (All Other Miscellaneous Manufacturing) with a 550-employee size standard. American Emergency Response Training (AERT), Inc., located in Rockford, Tennessee, is the single-source provider for brand-name items, as documented in the justification for sole-source procurement. The specific award value is not disclosed in the available documents, though market research identified only 10 vendors capable of fulfilling the requirement. All items must be delivered within 60 days after receipt of order on an F.O.B. destination basis to the Northern California Area Office in Shasta Lake, California. Contractors must provide standard commercial warranty documentation with all delivered items and assume responsibility for any transit damage, with replacement costs borne by the contractor.
