About this opportunity

The U.S. Department of Agriculture Forest Service is soliciting quotations for vegetation reduction services on the Conecuh National Forest in Alabama through Request for Quotation (RFQ) 12444726Q0016. The contract requires mechanical mulching, grinding, masticating, or chipping of shrubs, brush, saplings, and non-pine trees across five treatment units totaling approximately 119 acres. Contractors must demonstrate technical capability through proposed equipment specifications (minimum 110 horsepower with drum-type mulching head), submit acceptable past performance information documenting relevant experience, and provide firm-fixed pricing for all line items. Award will be made to the offeror with the highest technical rating, provided the proposed price is fair and reasonable and past performance is rated as acceptable or neutral, with technical capability and past performance weighted more heavily than price. Questions must be submitted by April 24, 2026 at 11:59 PM Eastern Time, and quotations are due by May 6, 2026, with prices held firm for 90 days from receipt.

This acquisition is designated as a Total Small Business Set-Aside under NAICS code 115310 (Support Activities for Forestry) with a small business size standard of $12 million, making it available only to certified small business concerns. There is no incumbent contractor, as this is a new requirement with no prior contract history. The contract does not specify an explicit budget ceiling or award value; pricing will be determined by competitive quotations submitted by bidding contractors. Work must commence within ten calendar days of the Notice to Proceed and be completed within 60 calendar days, with a performance period spanning June 1, 2026 through September 30, 2026. The place of performance is located in Covington County, Alabama on the Conecuh National Forest, with an optional site visit opportunity that was previously scheduled for April 22, 2026 at Blue Lake Quick Stop in Andalusia, Alabama, though no additional site visits can be accommodated.
