About this file

This is a Questions and Answers document for RFQ# 12444726Q0016 for the Conecuh National Forest Mulching Project. The document addresses fourteen clarification questions submitted by potential contractors regarding project execution, payment procedures, and submission requirements.

The project period of performance runs four months from June 1, 2026 through September 30, 2026. The work involves mulching operations across multiple units totaling approximately 30 acres for Mulching Unit 5, with no required sequence for unit completion. Less than 5% of material is estimated to be 12 inches in diameter or larger. Gum swamp areas are excluded from contract work. Contractors must list manufacturer, year, model number, and quantity for all equipment being mobilized. This is a brand-new requirement with no incumbent contractor. Payment will be made progressively as work is completed on a per-acre basis, with invoices processed within net 30 days of receipt. Mobilization costs including fuel, transportation, and equipment must be incorporated into the unit price and are not separately recoverable. Contractors may submit invoices as work progresses without a minimum billable acreage threshold, and inspections shall be coordinated with the Contracting Officer's Representative (COR). Quotes must be submitted to shannon.wrobel@usda.gov with a courtesy copy to laniece.nixon@usda.gov.

Conecuh National Forest – Mulching Project

Questions and Answers

1. Regarding the Period of Performance, as I understand it, there is a scheduled four-month window for when the work will be completed. Within that window, a Notice to Proceed will be issued at any given time, and the Contractor will have 60 days to complete the work once that notice is sent out. In other words, the Contractor doesn't have four months to complete the work; he has two months to complete the work. Is that correct?

a. The period of performance is for four (4) months starting June 1, 2026 and ends

September 30, 2026.

2. Regarding the documentation, Attachment 2, which is the SOW, describes Mulching Unit

5 as being a 30-acre unit on page 1. Attachment 1, which is the Schedule of Items, shows

Mulching Unit 5 as being a 19-acre unit. Could you please advise which is correct?

a. 30 acres is the correct figure. The schedule of items has been amended to show this.

3. Could you please clarify whether payments will be made on a per-acre (unit-based) basis or according to specific project milestones or net 30 upon completion?

5. Inspection and acceptance frequency – How often will completed acreage be inspected and approved for invoicing?

a. Inspections shall be coordinated with the COR.

6. Mobilization costs – Are fuel, transportation, and equipment mobilization costs separately recoverable, or should they be built into the unit price?

a. Mobilization should be built into the unit price as they are not priced separately.

7. Interim payments – Are partial payments permitted at defined progress intervals, such as after every 5 acres completed?

a. Items under this requirement may be invoiced progressively as work is completed.

Invoices will be reviewed and processed in accordance with standard payment procedures, and payment will be made within net 30 days from the date a valid invoice is received.

8. Are there any milestones for getting paid or is it just getting paid upon completion?

a. Items under this requirement may be invoiced progressively as work is completed.

Invoices will be reviewed and processed in accordance with standard payment procedures, and payment will be made within net 30 days from the date a valid invoice is received.

9. Do we have to have zero numbers or make your models for our machines going out there as well?

a. List the manufacturer, year, model#, and quantity of each piece of equipment.

10. Is there any incumbent/recompete or this is a brand-new project?

a. This is a brand new requirement.

11. Your contract says 12" and down which is a pretty big difference when it comes to costing. Can you estimate what percentage of the total acreage will actually consist of

12" material that will need to be worked?

a. It is estimated that less than 5% of the material is at 12” diameter.

12. If weather or rain creates access or ground condition issues in Unit #4 (gum swamp area), is it acceptable to shift operations to another unit where conditions are suitable?
