About this opportunity
The Department of the Air Force's Air Combat Command, specifically the 366 Contracting Squadron at Mountain Home AFB, is conducting market research for a concrete and construction materials procurement to support a K-SPAN construction project by the 823d RED HORSE Squadron. The solicitation seeks vendors capable of delivering specific construction materials including aggregate base course, crushed rock, concrete, and sand, with precise delivery specifications and quantities. The government is evaluating potential contractors' capabilities to meet complex material delivery requirements, including technical specifications and stringent testing standards outlined in ASTM protocols for soil and concrete testing. This is a sources sought announcement designed to determine market interest and potential small business competition, with responses due by May 30, 2025. Interested vendors must submit company information including SAM UEI, Cage Code, and small business status to the designated points of contact, Ms. Alethea Coker and Mr. Dan Parks.
The procurement falls under NAICS code 238110 for Poured Concrete Foundation and Structure Contractors, with a small business size standard of $19 million. The contract involves delivering 1,295 tons of aggregate base course, 362 tons of crushed concrete, 250 cubic yards of 4000 psi concrete, and 55 tons of sand across multiple delivery dates between June and August 2025. The government is specifically exploring the potential to set aside the competition exclusively for small businesses, contingent on market research responses. While no specific award value is mentioned, the detailed material specifications and testing requirements suggest a complex and technically rigorous procurement process. Delivery locations and timelines are strictly defined, with coordination required between contractors and specific RED HORSE Squadron project managers, emphasizing precise logistical planning and execution for this military construction project.
