About this opportunity

The U.S. Army Corps of Engineers (USACE) Mississippi River Project Office has issued a Special Notice for the supply of RR-5 riprap materials for maintenance work on Pool 11 of the Upper Mississippi River near Hurricane Island, Wisconsin. This notice is part of a Blanket Purchase Agreement (BPA) order process where USACE initially solicited quotes from existing BPA holders on July 16, 2025. However, in accordance with FAR 5.101(a)(1), the opportunity must be publicly posted since the contract value is expected to exceed $25,000. The opportunity is set aside for Total Small Business participation and involves supplying general-purpose riprap that will be used for wing/closing-dam repairs. The due date for submissions was extended from the original deadline to July 25, 2025 at 2:00 PM CST.

The primary objective is to secure 20,000 tons of general-purpose riprap as a base quantity, with five additional options totaling up to 40,000 tons that can be exercised by September 15, 2025. Contractors must deliver and load the riprap directly onto USACE barges at locations between River Miles 606-609 near Cassville, Wisconsin, with anticipated delivery starting between August 1 and September 1, 2025. The daily delivery requirement is 1,500 tons per 10-hour workday on a 10-4 work schedule. Interested vendors must complete the bid schedule in the attached statement of work and submit quotes via email before the July 25 deadline. However, quotes submitted through this public notice will only be considered for award if they are priced lower than the lowest offer received from existing BPA holders, making this primarily a backup solicitation process. Contractors must meet specific riprap gradation requirements and coordinate all necessary transportation permits for delivery.
