About this opportunity
The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC), Vicksburg, Mississippi, seeks concrete and aggregate supplies for ERDC facilities nationwide over five years through a master Blanket Purchase Agreement, with quotes due July 20. This procurement is a 100% Women-Owned Small Business (WOSB) set-aside under NAICS 327390 (500-employee threshold).
The BPA pool shares a total capacity not to exceed $5 million, with no minimum guarantee of work or minimum call value. The government anticipates awarding 3–5 BPAs based on overall best value. Individual requirements shall not exceed the simplified acquisition threshold. The BPA expires five years from award date or upon reaching the $5 million limit, whichever occurs first. Orders will be issued by firm-fixed price BPA calls.
Place of performance encompasses ERDC facilities at nine locations: Vicksburg, MS; Hanover, NH; Champaign, IL; Alexandria, VA; Duck, NC; Lewisville, TX; Mobile, AL; Fox, AK; and Fairbanks, AK. Required supplies include ready-mix concrete with additives for compressive strengths ranging from 3000 to 5500 psi, multiple gradations of stone, sand, gravel, crushed stone, limestone, rock, slag, and aggregates for erosion control projects. Contractors must furnish all management, materials, supplies, and transportation to ERDC-designated work sites. Delivery personnel must be U.S. citizens.
Evaluation criteria weigh technical capability (corporate capacity and key personnel) and past performance (within five years, relevant in size and scope) combined as significantly more important than price. All prospective contractors must be registered in SAM prior to quote submission. Quotations must be submitted electronically to kwamaine.d.clark@usace.army.mil. Amendment 0001, issued July 15, extended the due date from July 17 to July 20.
