About this opportunity
The Department of the Interior, Bureau of Reclamation intends to solicit construction services for seismic modifications to Conconully Dam, Washington, with an industry day scheduled for October 21, 2026. This is a Sources Sought Notice and market research vehicle only; no set-aside is anticipated.
Place of performance is Conconully, Washington. Work encompasses deep soil mixing of downstream foundation soils to approximately 70 feet depth, downstream stability berm construction requiring approximately 500,000 cubic yards of material, lining the existing rock tunnel outlet works with a 60-inch encased steel pipe and grout, approximately 300-foot extension of outlet works with downstream valve controls in a below-grade vault, replacement of existing gates in the gate chamber, power and telecommunications coordination, site clearing and instrumentation removal, excavation including rock work and slope stabilization, and bypass pumping or siphon flow operations during construction.
Contractors specializing in dam modifications, deep soil mixing, hydraulic structures, and structural concrete are invited. Project managers, estimators, construction engineers, and safety personnel directly involved in execution should attend.
Access to the outlet works confined space requires FIST 1-1 hazardous energy control compliance, signed Special Work Permits, personal keyed locks, and specific personal protective equipment including waterproof footwear, hardhat, and headlamp/flashlight. The Contractor's Workplace Representative must be trained on the Hazardous Energy Control Program and authorized by Reclamation to coordinate energy controls.
Pre-registration is required by 5:00 p.m. MDT on September 30, 2026, via email to juranga@usbr.gov with company information and signed Form 7-2577 Federal Non-Disclosure Agreement. Draft Plans and Specifications will be available to registered parties approximately two weeks prior to the event. Advance questions are due by September 30.
