About this file
This file is a training presentation on the Hazardous Energy Control Program (HECP) established by the Bureau of Reclamation under FIST 1-1, designed for contractor workplace representatives and Reclamation representatives working on Reclamation-owned facilities. The presentation outlines OSHA compliance requirements (OSHA 1910.269 and 1910.147) and establishes mandatory procedures for controlling hazardous energy during contractor work at Reclamation facilities. All contractor work requiring hazardous energy controls must be documented on a Special Work Permit (SWP, Form POM-215) and coordinated through an authorized Reclamation Representative. The Contractor's Workplace Representative must be trained on the F-HECP and authorized by Reclamation to participate in hazard control procedures, including placing personal locks on energy isolation devices, verifying device positions, and maintaining awareness of control status throughout work execution.
The presentation specifies detailed procedural requirements for establishing and releasing hazardous energy controls. The Contractor's Workplace Representative must coordinate with the Reclamation Representative to review work scope, identify hazard isolation needs, and ensure site inspection before work begins. For personal protective grounds (PPG), only qualified electrical employees from contractors deemed sufficiently knowledgeable and equipped by Reclamation may place and remove PPG under observation of an Authorized Reclamation Employee; otherwise, Reclamation personnel must perform this work. Upon work completion, the contractor must remove all equipment and materials, coordinate removal of protective grounds and personal locks, and obtain Reclamation Representative concurrence before releasing the SWP. Any changes to work scope require a new SWP issuance and release of the existing permit, and representative changes during permit duration require new SWP issuance before release of the previous permit.

Employee Authorization List (EAL): A current list identifying each Authorized Employee at a facility and HECP responsibilities.
Facility Hazardous Energy Control Program (F-HECP): A program for a facility or a group of facilities that implements the guidance compiled in a single document consisting of a copy of FIST 1-1 along with specific facility requirements.
Reference: FIST 1-1 Definitions
Authorized Reclamation Employee: For role related responsibilities in the SWP process, the Authorized Reclamation Employee is the facility employee who is authorized to determine the appropriate hazardous energy control procedures required for the scope of work requested by the Contractor’s Workplace Representative. The employee will have designation in the EAL to the Job Supervisor level as a minimum.
Reclamation Representative: A Reclamation Employee who is designated at the facility to perform HECP functions to support contractor work and sign SWPs. The person must be capable of determining the correct HEC procedures to be used and followed for the work to be performed. This person could be a facility or Contracting Office Representative from the Area or Regional Office.
Note: These two positions could be the same Reclamation Facility Employee in some circumstances.
