About this opportunity

The Department of the Interior, Bureau of Reclamation issued a Request for Information on June 30, 2026 soliciting contractor input on the Conconully Dam Safety of Dams Modification project in Washington, with responses due by July 29, 2026. This RFI is not a solicitation announcement and does not obligate payment for response costs. The Government seeks industry feedback to inform technical scoping prior to a future full solicitation expected in Fiscal Year 2027 or later.

The project addresses seismic vulnerability of the Conconully Dam through deep soil mixing treatment to approximately 60 feet depth across the downstream foundation and construction of a large downstream stability berm with engineered fill, filter, and drainage layers. Work includes substantial outlet works improvements: steel lining and grout encasement of existing systems, replacement of slide gates, outlet works extension via steel-lined concrete-encased conduit, new control valves, discharge channel, and demolition and replacement of control structures. The dam must remain operational throughout construction while maintaining irrigation deliveries of 20–100 cfs from April through October, and rock excavation and stabilization must occur without explosives.

The RFI addresses eight topics: construction feasibility for large rock excavation without blasting proximate to the dam, concurrent irrigation operations during outlet works construction, minimum flow maintenance in Salmon Creek, crew lodging availability in a remote location, potential Project Labor Agreement impacts, construction sequencing, major construction risks at 60 percent design completion, and shift or extended-hours feasibility given county noise ordinances (10:30 p.m. to 7:00 a.m. restrictions).

Responses must not exceed 15 pages and should be emailed to Contracting Officer Lance Fleming (Lance_Fleming@ios.doi.gov) and Contract Specialist Brock Palen (Brock_Palen@ios.doi.gov). An onsite Industry Day is planned for October 2026; details will be announced on SAM.gov. Monitor SAM.gov for the FY 2027 solicitation number under which the formal solicitation will be issued.
