About this opportunity

The contract encompasses a wide range of maintenance tasks including bi-weekly mowing from May 1 to October 1, bi-weekly gopher treatment, annual seeding, twice-annual fertilizing, litter pickup, trimming, edging, and bi-annual tree pruning and removal across various locations at the facility. The solicitation requires contractors to provide all personnel, equipment, and materials necessary to perform the specified maintenance services, with the government exercising no supervision or control over contract service providers. A mandatory site visit is scheduled for August 22, 2025 at 1000 MDT at the Conchas Dam USACE Project Office, and interested contractors must RSVP to Technical POC Christine Green. Quotes are due by September 2, 2025 at 3:00 PM local time, with the contract to be awarded as a firm fixed-price service agreement.

This solicitation is set aside 100% for small businesses under the Total Small Business designation, though the documents also reference it as a Women-Owned Small Business (WOSB) opportunity. The contract structure includes a base year running from the award date to August 31, 2026, followed by two option years covering September 1, 2026 to August 31, 2027, and September 1, 2027 to August 31, 2028. The maintenance areas vary significantly in size, ranging from small zones like North Wing Dam at 0.07 acres to larger areas such as 104/Bell Ranch/Lower Dam covering 45.98 acres, with most locations requiring 11 mows per year while some smaller areas require only 5 mows annually. Performance will take place at Conchas Dam in Conchas, New Mexico, with the project office located at 287 Bell Ranch Road, Conchas Dam, NM 88416. The solicitation does not specify budget ranges or potential award values, and no incumbent contractors are identified in the available documentation.
