About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Sam Houston has issued a Sources Sought Notice for a concert hall rental at The Music Center at Strathmore. The notice concerns a potential sole source procurement for a concert by The U.S. Army Band "Pershing's Own" scheduled for May 4, 2025. The event is designed to showcase the Army's most prestigious military orchestra to the Washington D.C. metropolitan area, targeting students, veterans, active-duty personnel, and the general public. The government is specifically seeking a venue that can accommodate at least 1,500 seats and has stage dimensions of at least 30' x 55'. The notice utilizes the statutory authority of Simplified Procedures for Certain Commercial Items under FAR Subpart 13.5.

The primary purpose of this Sources Sought Notice is to explore potential vendors and assess market capabilities for the concert hall rental, with the government currently intending to award a sole source Firm Fixed Price contract to The Music Center at Strathmore. Interested businesses, both large and small, are encouraged to respond, with special emphasis on small businesses across various socioeconomic categories including 8(a), Small Disadvantaged Business, HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns. Contractors must submit responses by 10:00 AM Eastern Time on March 24, 2025, to the designated contracting officers via email. Respondents are asked to provide detailed information including company details, competition insights, previous experience, commercial availability, and recommendations for structuring the contract requirements. The notice explicitly states that this is not a formal solicitation and does not guarantee future contract opportunities, but serves as a market research mechanism to determine potential competitive alternatives to the proposed sole source procurement.
