About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston is seeking proposals to provide Concept and Capabilities Specialist Services to support Army Health System concepts and capabilities development. The contractor shall act as a subject matter expert in developing medical concepts of support, medical force structure requirements, and supporting capability development as part of the Joint Capabilities Integration and Development System. Proposals will be evaluated based on technical capability, past performance, and price factors, with the agency intending to make a single award to the offeror representing the best value using a subjective tradeoff process. Proposals are due by September 28, 2020.
The solicitation is set aside for woman-owned small businesses and utilizes NAICS codes 541611 and 561621 with a small business size standard of $16.5 million. There is no identified incumbent contractor. The estimated value of the contract is $19 million over a base year and three option years to be performed at Joint Base San Antonio - Fort Sam Houston, Texas. The contractor must provide personnel with SECRET clearances to support Army Health System concepts and capabilities development for up to one base year and four option years.

The Government reserves the right to cancel this combined synopsis/solicitation with no cost to the Government.
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items for non-personal services necessary to perform duties as a Concept and Capabilities Specialist. The Concept and Capabilities Specialist shall be the Subject Matter Expert (SME) in support of Army Health System concepts and capabilities development. This includes development of a medical concept of support and medical force structure requirements; support capability development as part of the Joint Capabilities Integration and Development System (JCIDS); and other responsibilities as defined in this Performance Work Statement (PWS), Part 5, except for those items specified as government furnished property and services. The Contractor shall perform in accordance to the PWS.
