Combined Synopsis/Solicitation

Concept and Capabilities Specialist Services

W9124J-20-R-0030

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in

FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government reserves the right to cancel this combined synopsis/solicitation with no cost to the Government.

2. The combined synopsis/solicitation number is W9124J-20-R-0030. This solicitation is issued as a Request for Proposal (RFP).

3. The solicitation document and incorporated provisions and clauses are those in effect through Federal

Acquisition Circular 2005-94, effective 19 January 2017. Please reference https://www.aquisition.gov for clauses and provisions incorporated by reference.

4. This requirement will be solicited as 100% Woman Owned Small Business set-aside and will be fulfilled in accordance with FAR Parts 12, 13, and 15. The North American Industry Classification

System (NAICS) code is 561621, 541611 -- Administrative Management and General Management

Consulting Services with a corresponding Small Business Size Standard of $16.5 million.

5. A list of contract line item numbers and items are included in Attachment 02 CLIN Schedule and 05 Pricing

Matrix.

a. NOTICE TO OFFERORS: Offerors shall complete the CLIN Schedule located in Attachment 02

CLIN Schedule and 05 Pricing Matrix herein of the Combined Synopsis/Solicitation.

b. Offerors shall include unit prices and extensions for all CLINs. Unit prices shall be displayed with no more than two (2) decimal places.

c. Offerors shall include DUNS, CAGE, and Federal Tax Identification Numbers. In addition

Offerors shall include email addresses and phone number for point of contact.

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items for non-personal services necessary to perform duties as a

Concept and Capabilities Specialist. The Concept and Capabilities Specialist shall be the Subject Matter

Expert (SME) in support of Army Health System concepts and capabilities development. This includes development of a medical concept of support and medical force structure requirements; support capability development as part of the Joint Capabilities Integration and Development System (JCIDS);

and other responsibilities as defined in this Performance Work Statement (PWS), Part 5, except for those items specified as government furnished property and services. The Contractor shall perform in https://www.aquisition.gov/ https://www.aquisition.gov/ accordance to the PWS.

The period of performance is a four-year period, one (1) 12-month base period and three (3) 12-month option periods.

d. Dates and place of delivery and acceptance: Place of delivery for all CLINs is:

e. Services will be inspected and accepted at destination and inspected and accepted by the

Government.

f. Estimated Delivery Dates are as follows:

i. The Delivery Date for Base Period (CLIN 0001) is 29 September 2020 – 28 September 2021.

ii. The Delivery Date for Option One (CLIN 1001) is 29 September 2021 – 28 September 2022.

iii. The Delivery Date for Option Two (CLIN 2001) is 29 September 2022 28 September 2023.

iv. The Delivery Date for Option Three (CLIN 3001) is 29 September 2023 – 28 September 2024.

6. The provision at FAR 2.212-1, Instructions to Offerors – Commercial, applies to this acquisition. The

Addendum to provision at 52.212-1, Instructions to Offerors – Commercial applies to this acquisition and in incorporated by Full Text. Reference the Full Text provision at 52.212-1, Instructions to Offerors –

Commercial Items, for instructions (See Attachment 03 Clauses and Provisions).

7. The provision at 52.212-2 Evaluation – Commercial Items, applies to this acquisition. Reference the Full

Text provision at 52.212-2 Evaluation – Commercial Items for instructions (See Attachment 03 Clauses and Provisions).

8. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and

Certifications – Commercial Items, with its offer (See Attachment 03 Clauses and Provisions).

9. The clause at 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition. An Addendum to the clause at 52.212-4, Contract Terms and Conditions – Commercial

Items, also applies to this acquisition (See Attachment 03 Clauses and Provisions).

10. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive
