About this opportunity

The Federal Bureau of Investigation (FBI) is soliciting proposals for Concealment and Tactical Holsters specifically designed for Glock 17M Gen5 MOS and Glock 19M Gen5 MOS pistols. The solicitation seeks up to two Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for holster manufacturers capable of producing high-performance tactical and concealment holster systems. Proposals will be evaluated through a comprehensive two-phase process that prioritizes technical factors, followed by past performance, with price being the least significant criterion. Vendors must submit 12 sample holsters per category (10 right-handed, 2 left-handed) and demonstrate compatibility with weapon-mounted lights and optical sights. Critical deadlines include April 4, 2025, for submission of questions and April 19, 2025, as the final proposal due date, with an extensive evaluation involving 12 FBI evaluators conducting multiple shooting drills to assess holster performance.

The contract opportunity is designated as a total small business set-aside, targeting manufacturers in the Small Arms, Ordnance, and Ordnance Accessories Manufacturing sector. The place of performance is Quantico, VA, with a five-year contract structure consisting of one base year and four one-year option periods. Maximum contract values are estimated at $2 million for Concealment Holsters and $2.9 million for Tactical Holsters, though actual order quantities are not guaranteed. The solicitation requires holsters with specific technical requirements, including belt loop attachments for 1.5-1.75 inch belts, optional adjustable cant, and active retention without a trigger finger release mechanism for tactical holsters. Manufacturers are permitted to submit multiple holster designs and must demonstrate the ability to withstand defensive tactics training and real-world operational scenarios.
