About this file

This document is a set of Questions and Answers (Q&A) for a Federal Bureau of Investigation (FBI) solicitation for Concealment and Tactical Holsters (Solicitation Number SHOP-PR-25-001520). The opportunity is a small business set-aside seeking up to two Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for holsters compatible with Glock 17M and 19M Gen 5 MOS pistols.

Key details include requirements for holsters with belt loop attachments accommodating 1.5-1.75 inch belts, optional adjustable cant, and compatibility with weapon-mounted lights. Vendors must submit 12 samples per model (10 right-hand, 2 left-hand) for each holster category (Concealment and Tactical), with tactical holsters requiring active retention without a trigger finger release mechanism. The solicitation allows manufacturers to submit multiple holster designs, and while specific retention levels are not mandated, the holsters must withstand defensive tactics training and real-world scenarios. The contract will be a five-year agreement with a base year and four option years, targeting holster manufacturers who can meet the FBI's specific technical and performance requirements.

Q. Concealment Holster: Retention is listed as optional. Can you confirm whether a Level 1 retention system (passive or friction-based) is acceptable, or if a higher retention level is preferred?

A. Regarding the concealment holster, no, they do not have to have an active retention device. Concealment holsters can be friction retention only.

Q. Tactical Holster: The requirement states that active retention is required but must not require a trigger finger release mechanism. Does this mean the FBI is specifically looking for a Level 2 retention system (e.g., ALS-style automatic locking), or is a Level 3 retention system (which includes additional retention features such as a hood) required?

A. A single retention device is all that is required and frankly, preferred. Holsters equipped with an additional retention device, e.g. strap or hood, may be submitted. However, if it overly complicates the draw, it will have a negative impact the holster’s overall score.

Q. Assuming I bid on both categories both concealed and tactical would you guys be looking for a total of 4 different holster types? Two concealed for the Glock 19 and 17 and then two Tactical (OWB) for the Glock 17 and 19. Additionally for the holsters would you prefer they be attached by the belt or by paddle.

A. Yes, if you bid on both holsters, you would be required to submit a total of four samples. The only exception is, if your holster accommodates both the Glock 19 Gen 5 MOS and Glock 17 Gen 5 MOS pistols, as described in Section C.3.6.

As far as attachments go, please see C.4.10 and C.4.11 in the solicitation.

C.4.10Holster design must include belt loops or belt loop attachment.
C.4.11Belt loops or belt loop attachment must accommodate belts measuring between 1.5 and 1.75 inches in width. Adjustable loops and/or belt loop attachments are permissible.
Q.Can you confirm the thickness holster if then need to be .08 or .125.
A.There is no required thickness.
Q.Are we able to offer one of the 2 holsters?
A.Yes, per the RFP:

Total Evaluated Price Offerors may submit in either or both categories (Duty/ Concealment Holster and/or Tactical Holster). Offerors are not required to submit in both categories.

Q.C.3.3 - Is the ability to adjust cant of the holster a requirement or an option? If cant is adjusted through the use of different attachments, would you like the attachments priced as part of a complete kit, an accessory product or both?
A.Adjustable cant is an option. If different attachments are used, they should be priced both separately and as a complete kit.
Q.C.3.8 - Is there a specification for corrosion resistance that must be met?
A.No.
Q.C.5.8 - Is compatibility with the Streamlight TLR7 HL-X desired?
A.The RFP states what we are currently utilizing. If a holster can accommodate other options for the possibility of future changes then that is a positive but not mandatory.
Q.C.5.11 - If the ability to accommodate both 1.5" and 1.75" belt loops is achieved via different attachments, would you like the holster to be priced as a kit that includes both options or the ability to purchase the 1.75" as an accessory?
A.Please include pricing for both a kit and as an accessory.
Q.M.4.3 - Confirming the sample request is for 12 total samples required for each model - both G19M & G17M?
A.The request of for 10 right and 2 left for each category submitted. If an offeror is submitting a separate design for the G19M and the G17M, then 12 of each should be submitted.
Q.In regards to the statement "Offerors are limited to one submission in each category", does this imply that a proposal containing multiple models of holster from the same manufacturer, would not be considered? We are planning to submit a spread of tactical holsters that meet the required specifications to give the FBI as much insight as possible into the offerings of the manufacturer.
A.In light of this, the FBI will amend the solicitation to allow multiple submissions from each manufacturer or reseller. This requirement will be removed.
Q.Does the requirement for (10) right hand and (2) left hand sample holsters require this total quantity to be submitted for both the G19 and G17 variants? Or, should the total sample quantity be divided amongst those two variants
A.The request of for 10 right and 2 left for each category submitted. If an offeror is submitting a separate design for the G19M and the G17M, then 12 of each should be submitted.
Q.Proposal states that if more than one vendor submits the same holster it will only one set will be evaluated. If this is anticipated, is it acceptable for manufacturer to send one set of samples, or does a complete set need to accompany all submissions?
A.Part of the required proposal package is samples. Samples must be submitted to be considered for award.

Q. Hello, I need some clarification on the holsters. I see in the documents that they need to be compatible with both the Glock 17 and Glock 19. Is that correct? I can find concealment holsters that can meet the specs but its more challenging for the tactical without mods.

Can you offer some clarity ?

A. C.3.6 Holsters shall be designed for either the Glock 17M Gen 5 MOS or the Glock 19M Gen MOS. Holsters that are designed to accommodate both pistols may be submitted; however, if their design requires any modification, i.e. an adapter to allow either pistol to fit in the same holster, it will not be considered.

Q.We are requesting an extension for this solicitation to the date of May 9th in order to allow manufacturers time to retool for some of the more specific criteria of this requirement.
A.At this time there will be no extension.
Q.I have one question regarding the solicitation.
A.If the holsters being submitted do not accommodate the Glock 17 and 19 and there is a separate holster for each, then yes, four samples would be needed.

C.4.10 Holster design must include belt loops or belt loop attachment.

C.4.11 Belt loops or belt loop attachment must accommodate belts measuring between 1.5 and 1.75 inches in width. Adjustable loops and/or belt loop attachments are permissible.

C.5.10 Holster design must include belt loops or a belt loop attachment.

C.5.11 Belt loops or belt loop attachment must accommodate belts measuring between 1.5 and 1.75 inches in width. Adjustable loops and/or belt loop attachments are permissible.

Q. Is this a disqualifier for the bid?

The product we are bidding would: Glock 17M the _________ Holster itself does extend past the barrel side 0.450" inches and the weapon mounted light side 1.210" inches For the Glock 19M the __________ Holster itself does extend past the barrel side 0.950" inches and the weapon mounted light side 1.710" inches.

A. All holsters will be checked for compliance with the specifications. A modification is also being posted for holsters that accommodate both the Glock 17M and the 19M. If a holster is to accommodate both, the measurement will only be made from the barrel of the Glock 17M but still must not exceed 0.25 inches.

C.4.20 The holster itself, shall not extend (not to exceed 0.25 inches”) past the end of the Glock 17M Gen5 MOS and Glock 19M Gen5 MOS pistol barrels, respectively.

Q. Questions:

1. Is there a standard or test for measuring abrasion to the finish of the gun?

We believe all holsters will cause wear over time but most will not show any signs of that wear in the first 50-100 draws.

1. Could the Bureau provide any additional clarity on requirement C 5.14?

1. Is there an established process for how this will be tested? Ie. How much force will be applied in each direction and what is the duration of that force?

1. Do holsters without retention device get held to this same standard?

A. There will be no standard for testing. Samples will be examined for compliance with the requirements.

This requirement will also not be tested. This is to advise any offeror of the rigors of FBI use. The holster must be able to stand up to Defensive Tactics training as well as real life scenarios. A warranty is required as part of the RFP and this could pose problems for the FBI and an offeror if the holster is not designed for these rigors.
