About this opportunity
Air Mobility Command is seeking sources for replacement of a Computer Room Air Conditioner (CRAC) system at Grand Forks Air Force Base, North Dakota, with responses due August 14, 2026. This is a sources-sought notice, not a formal solicitation; respondents should submit two separate estimates covering both purchase-with-maintenance and rental-with-maintenance options over a four-year term.
The requirement calls for removal and disposal of the existing legacy CRAC unit, associated pumps, and dry cooler—all materials become contractor property and must be transported and disposed of in compliance with local, state, and federal environmental regulations. The contractor will procure and install a dual-redundant CRAC system consisting of two independent 8-ton units with multi-stage cooling, integrated humidification and de-humidification to maintain internal temperature at 60–70 degrees Fahrenheit and relative humidity at 40–50 percent. The system operates on 40 percent inhibited propylene glycol and 60 percent reverse osmosis water. Installation includes new dry coolers sized for free-cooling operations, redundant pumps, new piping, and movable ductwork enabling quick switchover between primary and backup units.
Work is performed at Grand Forks Air Force Base in support of Mission Control Element 1211 located in building 542. The contractor must provide operation and maintenance manuals and training to 319 AMXS personnel on preventative maintenance, start/stop procedures, and failover operations. Four years of preventative maintenance per manufacturer specifications and 24/7 emergency repair services are required following acceptance. All contractor personnel must complete Level 1 Antiterrorism Awareness Training prior to commencing work and must be escorted by 319 AMXS personnel within restricted areas.
