About this opportunity
Naval Supply Systems Command Fleet Logistics Center San Diego intends to award a sole-source firm fixed price contract to Global Resolutions, Inc. for computational services and model development support, with an anticipated award date on or before May 19, 2026. This is a notice of intent to sole source under 41 U.S.C. 1901 and FAR 12.102(a); competitive quotations are not being sought, and no solicitation document exists.
The requirement supports research on the depth of burial of unexploded ordnance in estuary environments at the Naval Postgraduate School's Department of Oceanography. Work is performed remotely except for three estimated on-site visits in the base year and three in Option Year 3 at NPS facility Sp-235. Global Resolutions, Inc. is identified as the sole source possessing unique background knowledge, data access, and immediate familiarity with the STRIKE35/Delft3D models already installed at NPS, with no transition or ramp-up period required that would disrupt the academic calendar and ongoing naval operations research.
Minimum qualifications require a master's degree in Mechanical Engineering, Physics, or Oceanography, plus five years of experience in oceanographic modeling, statistical analysis, and programming in MATLAB, FORTRAN, and C++, with specific knowledge of the STRIKE35 model. The contractor must comply with NPS cybersecurity requirements and maintain clear identification as contractor personnel under a non-personal services contract structure.
Sources interested in responding must submit a capability statement not exceeding six pages (8.5 x 11 inch, 10-point font minimum) including technical data and cost information demonstrating capability to provide computational services without transition delays. The due date for capability statements is May 13, 2026.
