About this file
This is a Performance Work Statement (PWS) for computational and model development services supporting research on unexploded ordnance (UXO) burial depth prediction in estuary environments at the Naval Postgraduate School's Department of Oceanography. The contract requires development of an integrated software package combining three primary components: an interactive data processing and display package for analyzing hydrographic and sediment data; installation and updating of the STRIKE35 underwater rigid-body trajectory model; and development of a UXO penetration model. These components must be progressively coupled across the base year and four option years to create a fully integrated STRIKE35/Delft3D/UXO penetration modeling system.
The contractor must deliver software packages with user manuals, analysis tools, and high-quality figures meeting scientific journal publication standards (minimum 100 figures and 10 MB of data per year). Quality assurance requires 100% acceptable quality level with quarterly inspections by the Technical Point of Contact. Work is performed remotely except for three estimated on-site visits in the base year and three in Option Year 3 for model installations at NPS facility Sp-235. Minimum qualifications include a master's degree in Mechanical Engineering, Physics, or Oceanography, plus five years of experience in oceanographic modeling, statistical analysis, and programming in MATLAB, FORTRAN, and C++, with specific knowledge of the STRIKE35 model. The contractor must comply with NPS cybersecurity requirements, maintain clear identification as contractor personnel, and operate under a non-personal services contract structure with government-furnished property including computers and oceanographic datasets.

Depth of Burial of UXO in Estuary Environments Department of Oceanography Naval Postgraduate School
1.0 Background/Introduction:
The Department of Oceanography has a requirement for contractual services to aid Principal Investigators and thesis students to conduct research on the depth of burial of unexploded ordnance (UXO) in estuary environments. This service also benefits the METOC (373), Physical Oceanography (374), and USW (525, 526) curriculum development through adding underwater UXO impact burial prediction in estuary environments.
Burial and mobility of underwater UXO varies under various environment characteristics such as waves, currents, sediment transport, and sea floor morphology. Timely prediction of sea-floor environment and munition’s mobility including location and burial is crucial to assess characteristics of munitions underwater and their environment.
