About this opportunity

The Food and Drug Administration's Office of Acquisition and Grant Services seeks supply and services for compressed gases and dry ice, with proposals due August 18, 2026 at 1:00 PM Central Time. This is an unrestricted single-award ID/IQ contract open to full and open competition.

Place of performance is Jefferson, Arkansas (National Center for Toxicological Research and Arkansas Human and Animal Food Laboratory at Jefferson Laboratory Campus). The contract covers five one-year ordering periods from September 19, 2026 through September 18, 2031. The contractor must supply over 70 line items including liquid nitrogen (various grades and volumes), liquid argon, helium (research and ultra-high purity grades), oxygen (USP and commercial grades), carbon dioxide, acetylene, hydrogen, nitrogen, specialty gas mixtures, dry ice (pellets and slices), cylinder rentals, bulk storage tank rentals, telemetry monitoring, and delivery services with fuel surcharges. The contractor must deliver equipment within two weeks of authorization, provide automated telemetry systems with continuous monitoring, maintain quarterly status reports, and ensure at least one delivery per week to Building 85 by Wednesday for orders placed by 5:00 PM CST on Mondays. The contractor is responsible for installation, site inspections, pressure vessel testing, maintenance, and coordination with the incumbent during transition periods. Pricing structures should minimize or eliminate recurring cylinder rental fees, with any rental charges separately identified. The guaranteed minimum is $5,000 and the estimated maximum is $1,200,000 across the five-year period. The NAICS code is 325120, Industrial Gas Manufacturing; PSC is 6830, Gases: Compressed and Liquefied. Evaluation considers performance requirements, transition plan feasibility, and price, with technical acceptability weighted more heavily than price. Proposals must use the required Schedule of Required Compressed Air and Gases attachment. Amendment #1, posted August 7, attached the pricing template with no other changes.
