About this opportunity

The United States Capitol Police (USCP) Liebengood Center for Wellness has issued a Request for Information (RFI) seeking qualified vendors to develop a comprehensive mobile wellness application designed specifically for law enforcement officers, their families, and support personnel. The application must provide confidential, on-demand access to evidence-based wellness tools including stress reduction techniques, peer support resources, crisis response protocols, and professional care access, while meeting stringent data privacy standards appropriate for federal law enforcement including HIPAA, CJIS, and FedRAMP compliance. Key requirements include 24/7 confidential wellness resources, customizable agency-specific content, support for both iOS and Android platforms, integration with Employee Assistance Programs, analytics tracking capabilities, and specialized features such as an early intervention system and modern health and fitness tracking. The application must address the unique challenges of high-risk, high-pressure law enforcement environments and support approximately 2,600 USCP employees plus an equivalent number of family members. The RFI response deadline is August 19, 2025, at 2:00 pm EST, with questions accepted until July 23, 2025, and all submissions must be delivered electronically to michael.iszard@uscp.gov.

This opportunity has no set-aside designation and is classified under NAICS code 541511 for custom computer programming services, with the primary performance location at the U.S. Capitol Complex and surrounding USCP jurisdictions. The RFI indicates a potential two-year contract duration and targets a user population of approximately 2,600 employees and an equivalent number of family members, though no specific budget ranges or award values are disclosed in the available documentation. No current contractors or incumbents are identified in the RFI materials. The USCP emphasizes a preference for vendors with demonstrated experience in wellness technology specifically for law enforcement and expects a collaborative approach to content development and app functionality. This RFI is issued solely for information and planning purposes and does not constitute a commitment to contract, with any future solicitation to be released through the System for Award Management (SAM) website.
