About this file

This is a Request for Information (RFI) from the United States Capitol Police (USCP) Liebengood Center for Wellness (LCW) seeking a comprehensive mobile wellness application for law enforcement officers, their families, and support personnel. The app should provide confidential, on-demand access to wellness tools, including stress reduction techniques, peer support resources, crisis response protocols, and professional care resources. Key requirements include supporting both iOS and Android platforms, being available on department and personal devices, offering separate but interconnected experiences for officers and family members, and maintaining user anonymity while enabling behavioral tracking and early intervention capabilities.

The RFI targets a potential user population of approximately 2,600 employees and an equivalent number of family members, with a projected two-year contract. Vendors must address cybersecurity standards including HIPAA, CJIS, and FedRAMP compliance, and provide capabilities for content customization, real-time analytics, and integration with existing USCP systems. The RFI response deadline is August 14, 2025, with questions due by July 23, 2025. While this is not a formal solicitation, it represents market research to inform a future Request for Proposal. The USCP emphasizes preference for vendors with law enforcement experience and expects a collaborative approach to content development and app functionality.

Questions & Answers for RFI Comprehensive Wellness Support App
NumberQuestionAnswer
Will USCP consider RFI responses from organizations that provide wellness content, clinical services, or engagement strategy, in partnership with an established mobile app development company as the technical partner? The focus is for an app that supports and promotes USCP wellness programming and national resources
Would USCP accept proposals that utilize a co-branded version of a white-labeled version of an existing wellness app, provided all customization, security, and law enforcement-specific content requirements are met?Provided the proposal meets the requirements.
Is the contractor expected to provide licensed 24/7 clinical staff directly, or simply enable in-app access and referral to existing crisis lines, EAP programs, or LCW resources? No, direct clinical staff is not a expectation - in-app access to resources is.
Will vendors with demonstrated experience supporting high-risk or trauma-exposed populations (e.g., healthcare, veterans, first responders) be considered if they do not have direct law enforcement clients?Yes however development of resources and information specific to law enforecment will be a priority for selection.
Besides HIPAA compliance, are there any required or preferred federal cybersecurity frameworks (e.g., FedRAMP, FIPS 140-2) that the mobile application must meet? The respondants should address their FedRAMP status.
Will USCP provide information on existing platforms or systems (e.g., HR, EIS, calendar tools) that the mobile app must integrate with? That will be a desired aspect of the app.
Are we expected to provide real-time usage analytics, or will periodic engagement reports (e.g., monthly or quarterly) be acceptable?Real-time would be necessary to that if a report is needed internally, accurate input can be given immediately.
What is the anticipated timeline for rollout after contract award? Would a phased deployment or initial pilot site be acceptable? To be determined by vendor and USCP IT and Contracting entities
What level of security or authentication is expected for family members creating separate profiles within the application? The same level as afforded to USCP staff
Is there a projected timeline for the release of a formal RFP, and will this opportunity be set aside for small businesses or open to all offerors? No timeline has been established for a formal RFP release at this time, and this opportunity will be open to all offerors.
In the “Place of Performance” section the RFI states, “…the solution should be available on all USCP issued mobile devices (cell phones) and available to users at all times”. Please clarify whether the solution is ONLY to be used on government devices or if it is also to be installed on USCP user personal mobile devices as well. The "solution" or app should be available on BOTH department issued iPhones and personal phones as well. This opens up the need for the app to be supported by both iPhone and Android operating systems.
In the “Purpose” section the RFI says intended users are, “law enforcement officers, their families, and support personnel”. Paragraph 11 specifies “separate access for spouses and family members”. Please clarify what is meant by “separate access”. Is there an expectation to deliver two separate and distinct configurations of the mobile app, one for law enforcement officers and a separate one for families? If so, please update the requirements to specify which apply to law enforcement officers and which apply to family members. There should be distinct difference in external resource information that is provided within a family/spouse platform as opposed to an officer's platform. A lot of internal resources will be the same on both. There is a need for some subject matter to vary depending on who is logging in.
Specific Objective Section 1 calls for “behavior tracking”. Specific Objective 17 calls for the capability “to identify personnel at elevated risk for stress-related issues or behavioral concerns” to “proactively flag individuals” for interventions. However, Specific Objective Section 5 calls for “user anonymity” while at the same time stating that HIPAA data will be collected. These requirements seem to be contradictory. Would the government please clarify the intent regarding anonymity while simultaneously collecting specific user data. The intent of the RFI is to understand existing capabilities of related apps. It would be useful to understand how a vendor would approach the challenge of behavior tracking and flagging individuals while maintaining a user's privacy and confidentiality.
Specific Objective Section 7 calls for “continuously updated” articles. Please be more specific on what minimum performance standard is expected by the phrase “continuously updated”. Will the USCP be providing regular content updates or is new content the sole responsibility of the vendor?New content will be a shared responsibility by the USCP and the vendor.
Specific Objective Section 11 states that family members should be able, “to create separate user profiles (with their own usernames and passwords). Section 5 calls for user anonymity. If users are expected to have individual profiles that identify them, please clarify whether or not the USCP team is expected to have access to this log-in information and how this is balanced with the anonymity requirement.Anonymity is the priority.
Specific Objective Section 12 calls for “hosting and streaming of short-form training modules, peer support videos, or LCW announcements”. Will USCP provide this content?Yes. USCP will provide this content but will also look for partnership from the app provider to offer resources as well to make for a more robust experience for our employees.
Specific Objective Section 18 calls for “personalized wellness plans”. If end users are expected to be anonymous, please clarify USCP’s intent for individual/personalized engagement through the app. Additionally, the preparation and delivery of personalized wellness plans appears to be professional services beyond the scope of providing technology. Please clarify what services are expected from vendors as part of this mobile app technology solicitation. The intent of the RFI is to understand existing capabilities of related apps and approaches to providing personalized information for users.
In “Relevant Experience” Section 3 vendors are asked to provide information on “Triage and referral capabilities to LCW resources”. This activity appears to be professional services beyond the scope of providing technology. Please clarify what services are expected from vendors as part of this mobile app technology solicitation. This is in regard to if the app technology can allow for communication within the app between support staff and clients. Also is there the ability to build out directoires so that any support staff can be reached via phone.
In “Relevant Experience” Section 4 vendors are asked about their “Ability to integrate into USCP systems and technology”. The requirement to integrate into USCP systems is not specified in the Specific Objectives section. Please clarify the intent and how this capability aligns to the Specific Objectives. Additionally, please elaborate on what specific systems we should integrate with and what those systems are used for. Please elaborate on the necessary user access management requirements to access government systems and how these reconcile with the requirement for user anonymity.Respondants should address their FedRAMP status and ability to support account management and access to include single signon.
“Relevant Experience” Section 7 allows vendors to list pricing information. In order to provide USCP with meaningful input, please provide information on whether USCP expects a single app for all users or separate ones for law enforcement personnel and family members. Please provide an expected number of users by category broken out at a minimum by: 1) law enforcement officers; 2) family members; 3) support personnel. There should be a separate platforms for all three of the categories listed in this question. The goal is to have a place that support personnel can use as well as families and officers alike. Support Personnel and officers total at about 2600 users. Families will be around the same just to make sure we have enough coverage for everyone.
Is there an incumbent or is this a new initiative? There is an incumbent that will compete just like every other provider.
Must the Bidder currently be registered for NAICS Code 541511 on their SAM registration to bid this RFI?This RFI is open to industry. When a solicitation is posted in the future, a NAICS code will be identified and the awarded vendor must be registered for that NAICS code.
Will you consider making this a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside contract? The USCP has no plans to make this eventual contract a set-aside for any socio-economic category
Can we get the Customer on a Zoom call to clarify the requirements/expectation around functionality and content for the APP?At this time, all questions should be submitted through the RFI platform. If future Market Research is needed, a zoom call will be considered.
Does LWC have new Wellness research it would like to include on the APP? Will they share that?LCW will provide various resources that they have developed to be provided in the app.

Regarding User Population: To help in architecting a scalable and effective solution, could you provide an approximate number of sworn officers, civilian staff, and family members who would be eligible to use the application?2600 sworn and civilian employees and their familes. The family number could be as high as the number of total staff.
Regarding Family Access: The RFI requires separate, confidential access for family members. Could you clarify if the content and resources provided to families should be entirely distinct from those for officers, or if you envision some shared resources and content areas? There can certainly be shared resource but some difinitive differences would be required. Resources for officers and families should look similar but different in many ways.
Regarding Content Customization: The RFI notes the need for the LCW to push updates and customize the home screen. What level of autonomy do you envision for LCW staff? For example, should administrators have the ability to build and publish entirely new content modules and assessments themselves, or would this be a collaborative process with the vendor? This could be a collaborative process with the vendor but with the understanding that LCW needs to be able to alter the app to it's liking. An app that needs to fit a certain template may not work for the continued growth of our resources.
Regarding Analytics: The request for a backend analytics feature to monitor "non-identifiable usage patterns" is clear. Could you elaborate on the key programmatic questions the LCW leadership hopes to answer with this data? Understanding your goals will help in designing the most effective analytics dashboard.Analytics related usage, topics of interest, resources accessed to gain a broad sense of the overall wellness of USCP employees and families.

To help inform our recommendation, could you share what the USCP would consider the highest priority features for a potential first phase or a Minimum Viable Product (MVP) rollout?Connectivity to LCW resources and program elements to enhance access for workforce.
Regarding Past Experience: The RFI expresses a preference for vendors with experience serving law enforcement. How does the USCP weigh experience developing solutions for other high-stress populations or for sensitive, research-grade mental health projects funded by federal agencies like the NIH?Other experience would be weighed but law enforcement specific experience is preferred.
Will the USCP provide wellness and crisis-related content (e.g., hotline info, peer resources), or should vendors design/curate this based on federal best practices?USCP will provide internal resource information but will also welcome national/federal hotline resources as well to enhance services offered to the workforce.
Should the platform offer parallel but distinct experiences for law enforcement officers vs. spouses/family members, or a shared interface with role-based access?Yes. There can certainly be overlap but the resources offered to spouses and family should look different than those offered to officers. Interal USCP resources will be offered to everyone.
Are there preferred security protocols or tech integrations (e.g., with EAP systems, scheduling tools, or reporting dashboards) the platform must support?Respondants should address any capabilties of their system to support role based access or standards such as HIPAA.
Aside from HIPAA and general federal guidelines, are there agency-specific privacy concerns or restrictions that vendors should anticipate?Respondants should address any capabilties of their system to support role based access or standards such as HIPAA or CJIS.
Will vendors who respond to this RFI be considered more favorably in any resulting RFP? And is there a projected release timeline for a formal solicitation?Vendors who respond to this RFI will not be considered more favorably in any resulting RFP; however, we do appreciate the industry feedback for this RFI. The projected release timeline for a formal solicitation is ….......
Would the USCP consider modest modifications to the listed objectives if it would result in a more effective, integrated resiliency solution tailored to law enforcement culture and proven in first responder communities?Yes, but any of these proposed "modifications" would need to be discussed prior to implemetation.
If the proposed solution avoids the collection of HIPAA-protected data, would USCP be open to models that do not rely on PHI but still deliver high-impact outcomes?USCP would be open to this.
In the absence of sensitive data collection or EHR integration, is FedRAMP still a mandatory requirement? The respondants should address their FedRAMP status.
Is multilingual access required for this project? If so, which languages would be most helpful for USCP officers and their families? The availability to switch languages within the app would be a welcomed addition. Spanish would be helpful and the ability to integrate other languages beyond that would be highly preferred.
Will the application be open to teen or youth users within a family profile, or should it focus exclusively on adult family members? There should be a focus on adult users with resources that adults can share with their teen and youth family members.
Would the USCP be open to reviewing a small-scale proof-of-concept or pilot demonstration, given our previous success supporting police officers and others first responders?Any pilot and it's perameters will be agreed upon at the time of implimentation.
Are there any specific KPIs or usage goals the USCP would like to track (e.g., daily logins, resource downloads, mental health service referrals, etc.)?We have measured logins, resources utilized, subjects researched on the app in the past. These would continue to be areas of importance.
What is the envisioned lifecycle of the app—short-term pilot, multi-year deployment, or an ongoing support tool? All app integrations are on a two year contract.

Is there a current incumbent vendor providing wellness app services to USCP or the Liebengood Center for Wellness (LCW)? If yes, what are the known gaps or limitations with the current solution? There is. There are certain limitations with the ability to really modify the homescreen of the current app. Also adding resources into the app is a detailed procedure currently although it has started to become easier over time.
What is the anticipated user population size (officers, civilians, families) that would need access to the app?2600 employees with maybe room for around the same amount of family.
What are the specific pain points or unmet needs driving the development of this solution? (e.g., burnout rates, EAP utilization gaps, challenges with peer support, etc.)There's no pain point. This is simply to see what can be provided on top of what we've already been able to provide our staff in the past.
Will the selected solution be required to integrate with any existing USCP systems or identity management platforms (e.g., Active Directory, MDM)?See Question/Answer #6 and #44
Can you confirm whether FedRAMP authorization is required or if HIPAA compliance is sufficient? The respondants should address their FedRAMP status. See Question/Answer 5 and 59
Are there specific data storage requirements (e.g., U.S.-based servers, CJIS compliance) beyond general encryption and confidentiality standards?Respondants should describe their capabilities as it relates to FedRAMP, data storage locations, and standards such as HIPAA and CJIS.
Should the mobile app support both Android and iOS, and be deployable via a USCP-managed MDM platform? It should be able to support both, as the need to have this app on personal devices is also important due to the continued need to provide for families as well.
Are there any limitations or requirements for offline functionality (e.g., crisis tools available without connectivity)? No requirements but would be a welcomed addition.
What level of interactivity is expected for the “Early Intervention System” integration—are you envisioning passive alerts only, or active recommendations/interventions?To be determined upon review of RFI responses.
Is there a preferred analytics framework or reporting cadence for usage, engagement, or wellness trends?Real-time analytics reports in conjunction with a monthly report.
Will LCW be responsible for generating wellness content, or is the vendor expected to supply and continuously update the content library? This should be a joint venture. LCW will expect the vendor to be able to provide a robust content library on top of what is provided internally to staff.
What level of editorial control will LCW require for content updates, peer support directories, and emergency resource lists?LCW would like a high level of editorial control for all of these. There will also be an expected amount of collaboration to help fill additional resources to keep the app updated with the best external resources as well.
Should the app accommodate live virtual sessions (e.g., workshops, telehealth, group support) or only provide asynchronous resources? The majority of resources will be asynchronous, although the ability to accommodate live sessions for training, workshops, etc would be a welcomed addition.
Will access be limited to USCP-issued devices, or should the app be available on personal devices for family members and spouses? The app should be available to both department and personal devices.
Are there role-based access expectations (e.g., different experiences for sworn officers, family members, peer support staff)? There is an expectation that there will be similarities across all role-based access platforms. There should be differences in external resources provided depending on the role of the user, with internal USCP resources staying consistent.
What is the preferred deployment timeframe if a solicitation is released? Are there any target milestones (e.g., launch before FY26)?To be determined by contracting and budget timelines.
Is on-site or virtual training for LCW and USCP stakeholders expected as part of deployment?Yes. The expectation will be that there will be a comprehensive training for, at the very least, LCW staff to become familiar with the selected app.
What level of 24/7 technical or clinical support is expected post-deployment?To be determined following review RFI responses.
Does the USCP have a defined budget range or funding source allocated for this initiative? The USCP does not share budgetary information with industry to protect the integrity of any future solicitation.
Is there a preference between a firm fixed-price contract versus subscription-based pricing or licensing models?See Question/Answer #66
Is a phased implementation approach acceptable (e.g., core features at launch, advanced integrations later)?Yes but with a certain amount of pre-determined timeframes. Advanced integration should begin soon after initial implementation so that maximum time can be utilized in regard to the full potential of the product.
Would USCP consider pilot programs, proof-of-concept deployments, or sandbox environments to validate proposed features prior to full rollout?Yes, although full rollout will be expected soon after any pilot program is initiated. LCW does not want to have it's users using an app that isn't fully developed for an extended period of time.
Are there existing MOUs or collaborative efforts with other federal law enforcement agencies that would allow for shared wellness solutions or procurement vehicles (e.g., DHS, DOJ)?Not at this time.
Would the agency consider solutions provided under a GSA Schedule, or will a separate competitive vehicle be used?No decision on the method of solicitation has been reached yet. All options are still open.
Does the USCP expect the application to provide access to live wellness classes, coaching, or group sessions on a 24/7 basis? If not, is a library of pre-recorded, on-demand classes sufficient to meet user needs? The ability to broadcast live classes would be a welcomed addition as well as being able to provide a library of pre-recorded classes.
Is the agency open to a hybrid approach that combines on-demand classes with scheduled live sessions at peak-access times?Yes. I think having both would be preferred.
What specific data points does the LCW intend to monitor via the backend analytics dashboard (e.g., app logins, time spent in app, topic engagement, wellness trends)?Past practice would see LCW monitoring for total logins, topics researched, assessments taken, amount of times the app was utilized in total, and LCW services contacted.
How frequently does the USCP expect usage and engagement reports—real-time dashboards, weekly summaries, monthly analytics? The ability to have real time dashboards to where we can have a constant update in regards to utilization would be great. The ability to pull a monthly analytic report is also needed.
Should the vendor provide insights or recommendations based on anonymized user engagement data (e.g., which resources are underutilized, time-of-day trends, EAP referral triggers)? This would be a helpful tool for our LCW staff to be able to utilize.
Does LCW have any constraints or preferences for how anonymized data is visualized—such as heat maps, downloadable reports, or executive summaries? As long as the appropriate data is agreed to and displayed for data research, there is no preference on how it's visualized.
