About this opportunity

The Naval Air Systems Command (NAVAIRSYSCOM), Program Executive Office for Unmanned Aviation and Strike Weapons (PEO U&W), located at Patuxent River, Maryland, is seeking to establish Competitive Basic Ordering Agreements (BOAs) for Unmanned Aircraft System (UAS) Contractor Owned Contractor Operated (COCO) Intelligence, Surveillance, and Reconnaissance (ISR) services. The procurement aims to provide land and sea-based UAS ISR capabilities in support of multiple combatant commands, with contractors responsible for furnishing trained personnel, non-developmental UAS equipment, certifications, operations and maintenance, spare parts, and product support. Services will support domestic and coalition military partners in combat and contingency operations based on Joint Urgent Operational Needs (JUONs), Fleet Top Level Requirements (TLRs), and other operational requirements documents, with around-the-clock imagery and sensor capabilities required. The Government intends for the selected companies to compete for delivery orders issued under their respective BOAs, with the successful offeror receiving the resulting contract award. The pre-solicitation notice was posted on November 20, 2025, with a response deadline of December 5, 2025, although this notice is published for information purposes only and does not constitute a request for competitive proposals.

Four contractors have been identified as potential awardees for the BOAs on a limited source basis: AeroVironment (Simi Valley, California), Insitu, Inc. (Bingen, Washington), Shield AI (San Diego, California), and Textron Systems (Hunt Valley, Maryland). No set-aside designation has been applied to this procurement. The notice does not specify anticipated award values or budget ranges for the BOAs or resulting delivery orders. The services are expected to be delivered on an ongoing basis to support current and future operational requirements, though no specific contract performance timeline is detailed in the synopsis. This procurement is classified under NAICS code 541370 (Surveying and Mapping Services) and PSC code L015 (Technical Representative—Aircraft and Airframe Structural Components), indicating the technical nature of the UAS ISR services being sought.
