About this opportunity

The Department of the Army, through the Project Management Office Stryker Brigade Combat Team (PMO SBCT), is conducting market research to identify industry capability for manufacturing two specialized hardware installation kits: the Company Commander's Integration Kit (CCIK, Part Number LS1092445) and the RETRANS Installation Kit (Part Number LS1107824). The CCIK upgrades standard Infantry Carrier Vehicles to C5ISR (Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance) capability level, while the RETRANS Installation Kit enables Stryker vehicles to function as mobile radio retransmission stations. Prospective contractors must be U.S. companies with facility clearances for SECRET/No Foreign Nationals (NOFORN) classified hardware and must demonstrate manufacturing experience with electro-mechanical installation kits, quality management certifications, government contracting experience with active CAGE codes and DCMA references, and experience handling sensitive C5ISR components. Responses will be evaluated based on technical approach to manufacturing form, fit, and function interchangeable components, manufacturing experience, quality management processes, government contracting history, and inventory management capabilities for military hardware. Responses are due by February 13, 2026, and must not exceed 50 pages, submitted in Microsoft Word (2013 or earlier) or PDF format to usarmy.detroit.peogcs.mbx.stryker-rfi@army.mil.

This is a market research Request for Information (RFI) only and does not constitute a Request for Proposal or commitment to issue future solicitations, with no set-aside designations applied. General Dynamics Land Systems (GDLS) is identified as the current holder of proprietary technical data, though respondents are expected to develop solutions without access to this data. No specific award value or budget range has been disclosed in this pre-solicitation notice. The notice does not specify procurement quantities or service timelines, as this is preliminary market research to assess industry capability rather than a formal solicitation. Interested parties should contact the contracting office at Army Contracting Command-Detroit Arsenal, with primary point of contact Cera A. Berube, for any clarifications or additional information regarding this opportunity.
