About this file

This is a Sources Sought Notice issued by the Project Management Office Stryker Brigade Combat Team (PMO SBCT) to conduct market research on hardware-only production of two specialized installation kits for the Stryker Family of Vehicles. The Government seeks information on industry capability to manufacture the Company Commander's Integration Kit (CCIK, Part Number LS1092445) and the RETRANS Installation Kit (Part Number LS1107824) without access to proprietary technical data held by General Dynamics Land Systems (GDLS). The CCIK upgrades standard Infantry Carrier Vehicles to Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) capability and integrates a Frequency Hopping Multiplexer and SINCGARS radio set. The RETRANS Installation Kit enables vehicles to function as mobile radio retransmission stations and includes additional SINCGARS radios, power amplifiers, and associated racks and hardware.

Respondents must be United States companies with facility clearances to handle SECRET/No Foreign Nationals (NOFORN) classified hardware. The Government requires detailed responses addressing technical approaches to manufacturing form, fit, and function interchangeable components; manufacturing experience with electro-mechanical installation kits for military ground vehicles; quality management certifications and processes; government contracting experience including CAGE codes and Defense Contract Management Agency (DCMA) references; and experience handling sensitive C5ISR components and managing inventory for military hardware. Responses must not exceed 50 pages in Microsoft Word (2013 or earlier) or PDF format and must include complete company contact information, facility locations, CAGE codes, and active System for Acquisition Management (SAM) registration. All submissions are due by 13 February 2026 to usarmy.detroit.peogcs.mbx.stryker-rfi@army.mil. This is a market research RFI only and does not constitute a Request for Proposal or commitment to issue future solicitations. The contracting office is Army Contracting Command–Detroit Arsenal, with the primary point of contact being Cera A. Berube.

SOURCES SOUGHT NOTICE

Stryker Family of Vehicles (FoV)

Company Commander’s Integration Kit (CCIK) & RETRANS Installation Kit

1. PROGRAM: PROJECT MANAGEMENT OFFICE STRYKER BRIGADE COMBAT TEAM

(PMO SBCT)

2. SUBJECT:

Market Research on Hardware-Only Production of the Stryker CCIK and RETRANS Installation Kit.

3. BACKGROUND AND DESCRIPTION:

A. The Stryker Family of Vehicles (FoV) was developed from the commercially designed Light Armor Vehicle (LAV) III platform. As a result, the Government does not own or possess the complete Technical Data Package (TDP) with unlimited rights for the Stryker platform, associated components, CCIK and RETRANS Installation Kit.

General Dynamics Land Systems (GDLS) retains the proprietary data rights for these designs.

B. The purpose of this Request for Information (RFI) is to conduct market research to determine if any sources, other than GDLS, have the capability to manufacture and deliver these specific hardware kits to be fully form, fit, and function interchangeable with the original equipment, without access to the proprietary technical data. This research is conducted in accordance with FAR Part 10, and its results will be utilized to inform the Government's acquisition strategy.

4. INFORMATION SOUGHT AND RFI SCOPE:

A. DISCLAIMER: This is an RFI for market research purposes only and does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future.

Responses to this RFI are voluntary and the Government will not pay for any information submitted or for any costs incurred by respondents. All information submitted becomes Government property and will not be returned. Respondents will not be notified of the results of this RFI or provided with detailed feedback.

B. POTENTIAL REQUIREMENT: The Government is seeking information on industry's capability to produce the following two (2) hardware installation kits.

I. Kit Name Part Number Capability Description

a. CCIK LS1092445: Upgrades a standard Infantry Carrier Vehicle (ICVV) to the Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) capability level of a Commander's Vehicle (CVV). Integrated key components include a Frequency Hopping Multiplexer (FHMUX) and a Single Channel Ground and Airborne Radio System (SINCGARS) radio set.

b. RETRANS Installation Kit LS1107824: Enables a Stryker vehicle to function as a mobile radio retransmission (RETRANS) station, extending the range of the tactical radio network. Integrates key components including additional SINCGARS radios, a Power Amplifier, and all required racks and hardware.

5. INSTRUCTIONS AND QUESTIONNAIRE:

A. Instructions and Conditions for Response. Responses should be complete and address all questions. Incomplete responses may not be reviewed. All communication regarding this RFI shall be directed through the official channels listed in the "Responses" section.
