About this opportunity

The Defense Health Agency Contracting Activity is seeking prototype development proposals for compact oxygen generation medical devices under Other Transaction Authority (10 U.S.C. 4022). Two focus areas are targeted: Compact Oxygen Generation, Medical (COGM) for Role 1 forward military medical care requiring 3-7 liters per minute minimum oxygen flow (15 lpm desired) with regulatory approval targeted by 2029, and Compact Oxygen Generation, Medical-At Altitude (COGM-A) for aeromedical evacuation platforms with similar flow rates plus high-pressure ventilator output and regulatory approval targeted by 2030. Proposals must meet statutory prototype OTA participation requirements, which include at least one nontraditional defense contractor or nonprofit research institution participating significantly, all significant participants being small businesses or nontraditional contractors, or non-Federal parties funding at least one-third of total project costs. Devices must generate United States Pharmacopeia oxygen at 93±3% purity, weigh no more than 24 pounds, obtain FDA clearance, achieve 95% operational availability, and comply with MIL-STD-810-H environmental testing standards. The Government will evaluate proposals based on technical approach, management capability, cost reasonableness, regulatory strategy, and manufacturing plans; proposals are due by March 11, 2026, with questions required by February 6, 2026, and a virtual pre-proposal meeting scheduled with registration required by January 30, 2026.

This solicitation carries no set-aside designation and anticipates multiple awards under each focus area with no identified incumbents. The Government estimates approximately $3.2 million per award for COGM and $4.4 million per award for COGM-A, with planned performance periods of 24 months for COGM and 36 months for COGM-A, though longer timelines will be considered. The Government projects annual procurement of 5,000-10,000 COGM units beginning in 2031 and approximately 1,000 COGM-A units beginning in 2032, representing significant follow-on production opportunities under potential subsequent OTA agreements. Offerors must submit three separate proposal volumes (Technical, Management, and Administrative/Cost) electronically in searchable PDF format to designated Defense Health Agency contacts and must maintain active System for Award Management registration with NAICS code 541714. The place of performance is Frederick, Maryland, with prototype development occurring at contractor facilities while government testing and evaluation occur at Department of Defense installations, potentially requiring one to three contractor personnel for site visits and technical demonstrations.
