About this opportunity

This solicitation seeks proposals to implement a Community Violence Prevention activity in Jamaica. USAID/Jamaica seeks to prevent youth violence and develop pathway programs for at-risk youth by strengthening families and communities in prioritized areas and supporting desistance programs. Proposals are due February 10, 2020 for a cost-plus-fixed-fee completion contract over five years. Proposals will be evaluated based on technical approach, management/staffing, and cost. Questions are due by January 17, 2020.

There is no set-aside designation. The activity will be performed in Jamaica and is estimated to range between $15-17 million. Implementation will occur over five years in three to five communities selected from five parishes (Kingston, St. Andrew, St. James, St. Catherine, and Clarendon) in conjunction with USAID/Jamaica and the Jamaican Ministry of National Security. The NAICS code is 541611 and PSC code is R497. No incumbents or current contractors are identified.

Notice text

The Community Violence Prevention (CVP) activity in Jamaica aims to support communities, parents and families to prevent youth violence and develop pathway programs for youth at risk of violence. It intends to achieve this by working with communities and strengthening the ability and authority of targeted families to maintain discipline and reinforce prosocial conduct among their children and supporting desistance programs that will keep youth out of violent and criminal lifestyles.

The activity will be implemented in three to five communities where multiple interventions can be clustered, have depth, and be sustained. Communities will be selected from the Jamaican Ministry of National Security’s (MNS) 21 prioritized or ‘hotspot’ communities in the parishes of Kingston, St. Andrew, St. James, St. Catherine, and Clarendon. Additionally, pursuant to Section 5.5, the Contracting Officer (CO) may designate additional parishes and communities for activity implementation.  Sites shall be selected to build on existing programs that can complement new activities and multiply impact. The selected communities will be determined in conjunction with USAID/Jamaica and the MNS.
