About this opportunity

The Federal Bureau of Prisons seeks a contractor to recruit, verify, and maintain faith-based organizations within a Community Reentry Network database supporting approximately 164,000 federal inmates' reentry planning and mentoring; proposals are due September 14, 2026 at 12:00 noon EST. This is a 100 percent small business set-aside, recompeting incumbent contract 15BNAS21DW9Z10001.

Place of performance is Washington, DC. The contract is structured as an IDIQ with firm fixed price, comprising a 12-month base period, four unexercised 12-month option periods, and a 6-month extension option (66 months total), contingent on satisfactory performance and First Step Act funding availability.

Distinctive requirements include recruiting a minimum of 750 new faith-based organizations monthly during the base year (churches, mosques, temples, and faith-based community service organizations), expanding to 800 monthly during option years. The contractor must implement an annual reverification process, develop and host an initial focus group within 60 days of award, and conduct in-person reentry focus group meetings at national events.

Contractor personnel must include at least four team members capable of passing federal background checks; at least one must be Native American (identity confirmed by tribal nation, not outreach experience alone). Minimum qualifications require one graduate-degreed staff member, two years' database or web design experience, three years working with faith-based organizations, a fluent Spanish speaker, and a doctoral-level individual in theology, sociology, or psychology. All staff require DOJ residency and citizenship compliance and must complete privacy and security training.

The NAICS code is 541611, Administrative Management and General Management Consulting Services; PSC is R408. Evaluation uses a two-stage process: initial screening for Acceptable/Unacceptable ratings on ten non-price technical factors (organizational background, team language proficiency, background check compliance, verification and reverification plans, faith tradition diversity, Native American and Hispanic outreach strategies, leadership qualifications, and convention booth strategy), followed by best value tradeoff among technically acceptable proposals. Non-price factors are significantly more important than price. Questions are due August 31, 2026 at 12:00 noon EST to C.J. Price at c1price@bop.gov. Proposals must be submitted via email to c1price@bop.gov and include three recent relevant contracts demonstrating similar services, complete pricing for base and all option periods, detailed technical plans, and organizational past performance only (not individual personnel performance).
