The Federal Bureau of Prisons (BOP) is an agency of the Department of Justice (DOJ). It consists of 122 institutions throughout the United States, including Hawaii and Puerto Rico, 6 regional offices, a Central Office (headquarters), 2 staff training centers, and 26 Residential Reentry Management offices. The BOP is responsible for the custody and care of approximately 164,000 adult Federal offenders. Approximately 84 percent of these inmates are confined in BOP-operated facilities, while the balance is confined in secure privately managed or community-based facilities and local jails. The Reentry Services Division (RSD) is responsible for the BOP’s initiatives to prepare and assist inmates as they begin the process of transitioning back to their respective communities. RSD provides the following services: Community Reentry Affairs, Chaplaincy Services, Education Services, Women and Special Populations, Psychology Services, and Residential Reentry Management. The Chaplaincy Services Branch (CSB) provides religious services and accommodations to inmates under BOP custody and care. In addition, CSB offers faith-based reentry programs to assist inmates as they prepare for their eventual release to their respective communities.
The Bureau intends to establish a Firm Fixed Price award through www.SAM.gov. By submission of its offer, the offeror accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. This requirement contains a 12-month base period, four (4) 12-month option periods and a 6-month extension.
The exercise of the option periods under this requirement is contingent upon the contractor’s ability to maintain satisfactory performance throughout the term of this contract award.
Missing or incomplete information could negatively impact or even eliminate your proposal during the evaluation process. Offerors are required to provide complete pricing information and furnish a detailed technical plan explaining how the requirements of the statement of work will be met. Proposals must also include the contractor’s name, address, contact person, phone number, fax number, email address, UEI number, tax identification number, RFP number, payment terms and any other general information.
Based on the Freedom of Information Act (FOIA), the offeror should identify information in its proposal that the offeror believes should be withheld from these sources, on the basis the proposal consist of "trade secrets and commercial or financial information obtained from a person and privileged or confidential"(exemption (b) (4) of the FOIA). This identification will assist in the decision by a responsible federal official to disclose or withhold the requested information.
If elements of a proposal are to be exempt under FOIA, ensure the following notice is annotated on the title page of the proposal:
Elements of this document, as identified on individual pages, are considered by the submitter to be privileged or confidential trade secrets or commercial or financial information not subject to mandatory disclosure under the Freedom of Information Act.
The offeror must annotate each individual item it considers privileged or confidential under the FOIA exemption with the following notice:
The data or information is considered confidential or privileged, and not subject to mandatory disclosure under the FOIA.
All information in an offeror’s proposal not designated may be subject to automatic public disclosure if it is requested under the FOIA. It must be emphasized that under the FOIA no information is automatically exempt from public disclosure. However, no disclosures will be made without careful evaluation, giving due regard to the need for safeguarding material considered privileged or confidential by the offeror. It is Department of Justice policy to withhold whenever possible material that is genuinely privileged or confidential.
The Contracting Officer (CO) is the only individual authorized to legally commit or obligate the expenditure of Government funds or to make changes to this solicitation. Offerors are cautioned against discussing the preparation of their proposal (including technical questions) with Government technical personnel. Questions concerning this Request for Proposal (RFP) must be submitted via email to C.J. Price by Monday, August 31, 2026, no later than 12:00 pm (EST).
All answers will be posted in writing on SAM.gov. Questions will not be answered verbally or individually.

Cancellation of the Award: The Government reserves the right to cancel this award, in whole or in part, at any time if it is determined to be in the best interest of the Government.
Cancellation may occur for reasons including, but not limited to, the contractor’s failure to comply with the terms and conditions of the contract, insufficient performance, unavailability of funding, or changes in Government requirements. In the event of cancellation, the contractor shall be entitled only to payment for acceptable goods or services delivered and received by the Government prior to the effective date of cancellation. No additional costs, penalties, or charges shall be payable to the contractor as a result of such cancellation.

However, the Government reserves the right to conduct discussions if later determined by the contracting officer to be necessary.
Past Performance: Past performance information shall be obtained from any sources available to the Government to include, but not limited to, CPARS or other databases, interviews with program personnel, Contracting Officers, commercial clients.

Offerors shall address any instances of past performance problems in referenced contracts and explain how these problems were resolved. Failure by the offeror to satisfactorily explain past performance problems will have an adverse effect on responsibility determination.
