About this opportunity

The Defense Information Systems Agency has awarded a sole-source contract modification (MOD 06) to General Dynamics Information Technology, Inc. under contract HC1028-15-D-0007 to extend Communications Technical Support Services (CTSS III) bridge support for U.S. Air Force personnel at bases throughout Southwest Asia, with the award dated June 30, 2026.

The modification extends the ordering period one year from September 8, 2026, to September 8, 2027, and increases the contract ceiling accordingly. DISA/Defense Information Technology Contracting Organization PS8312 is procuring on behalf of the 9th Air Force, United States Air Force Central Command Communications Directorate at Shaw Air Force Base, South Carolina. The CTSS III IDIQ contract provides mission-critical communications support to over 10,000 joint services military personnel and coalition forces, including telephone switch operations and maintenance, satellite communications, technical control facility operations, network administration, radio operations and maintenance, cable plant support, communications security management, and video teleconference services.

The sole-source justification rests on GDIT's incumbent status with established infrastructure, security clearances, trained personnel, housing and vehicle leases, and medical clearances already in place. The Air Force determined that no other contractor could transition effectively within the required timeframe without risking substantial service breaks. Fair and reasonable pricing is evaluated through cost/price analysis comparing proposed costs to current contract prices and an updated Independent Government Cost Estimate. The follow-on CTSS V solicitation, posted December 8, 2022, with proposals received May 22, 2023, will eventually replace this bridge contract.
