About this file
This is a Justification for Other Than Full and Open Competition (OTFAOC) document for a contract modification extending the Communications Technical Support Services (CTSS) III bridge contract.
The contracting activity is the Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) PS8312, with the requesting agency being the 9th Air Force, United States Air Force Central Command (AFCENT) Communications Directorate at Shaw AFB, South Carolina. The current contract number HC1028-15-D-0007 is an Indefinite Delivery Indefinite Quantity (IDIQ) contract performed by General Dynamics Information Technology, Inc. (GDIT). MOD 06 extends the ordering period end date one year from September 8, 2026, to September 8, 2027, and increases the contract ceiling accordingly. Previous modifications extended the ordering periods through April 2024 (MOD 01), through April 8, 2025 (MOD 03), through September 8, 2025 (MOD 04), and through September 8, 2026 (MOD 05). The CTSS III contract provides mission-critical communications support services to U.S. Air Force personnel at bases throughout Southwest Asia, supporting over 10,000 joint services military personnel and coalition forces. Services include telephone switch operations and maintenance, satellite communications, technical control facility operations, network administration, radio operations and maintenance, cable plant support, communications security management, and video teleconference services. The justification for sole source procurement is based on GDIT being the incumbent contractor with established infrastructure, security clearances, trained personnel, housing and vehicle leases, and medical clearances already in place. The Air Force determined that no other contractor could effectively transition to provide these services within the required timeframe without risking substantial service breaks. The follow-on CTSS V solicitation, posted December 8, 2022, with proposals received May 22, 2023, will eventually replace this bridge contract. Fair and reasonable pricing is determined through cost/price evaluations comparing proposed costs to current contract prices and an Independent Government Cost Estimate (IGE), which was updated based on historical rates, inflation, and revised indirect rates.
