About this opportunity

NASA Headquarters seeks earth observation data and related services from commercial small satellite constellations through an Indefinite Delivery Indefinite Quantity (IDIQ) multiple-award contract under solicitation 80HQTR25R7003, with proposals due September 5, 2025, at 10:00 AM EST. This is an on-ramp solicitation that permits new vendors to propose and existing CSDA contractors to introduce new data products not available during initial award; only pricing for new products may be incorporated, with existing prices remaining unchanged through contract duration.

Place of performance is Washington, DC. Vendors must operate at least one satellite in Low Earth Orbit, Geosynchronous Orbit, Highly Elliptical Orbit, or Medium Earth Orbit with demonstrated nine continuous months of data collection capability since June 1, 2016, and provide near-continental-scale coverage (approximately 3,800 kilometers). Data delivery requires secure HTTPS access with 2.5 gigabytes per second bandwidth; acceptable formats include ENVI, GeoTIFF, and NetCDF4/HDF5 for data and JSON, GeoJSON, or XML for metadata. The solicitation mandates non-negotiable government-defined End User License Agreements enabling broad data dissemination across U.S. government agencies, partners, and researchers for scientific non-commercial use. Performance period extends through November 15, 2028. NAICS code is 541990 with a small business size standard of $19.5 million. The maximum cumulative contract value across all awardees is $476 million. Evaluation criteria and weighting are not disclosed in the source. Questions are due August 11, 2025, and a virtual industry information session is scheduled for August 14, 2025. Amendment 3, posted August 26, 2025, extended the proposal deadline from August 29 and increased the technical volume page limit to 25 pages.

Notice text

This notice is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Headquarters’ (HQ) Commercial SmallSat Data Acquisition (CSDA) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract - On-Ramp 2 Request for Proposal (RFP) under solicitation number 80HQTR25R7003.

The CSDA IDIQ contract was awarded in October 2023 as a commercial Multiple-Award contract with a 5-year period of performance and with the ability to issue Firm-Fixed Price (FFP) Task Orders. The CSDA IDIQ contract includes an “On-Ramp” feature which allows for the original solicitation (#80HQTR23R0007) to be periodically re-opened to give new vendors the opportunity to propose.  On-ramping will also allow existing vendors to propose new data products developed (or data products based on new instruments) that were not available during initial proposal submission. The On-Ramp 1 contract was awarded in September 2024.  Only pricing associated with the new data products may be incorporated into the contract. Existing prices will not be revised and will remain in effect for the duration of the contract.

The principal purpose of the CSDA IDIQ contract is to acquire earth observation data and related services from commercial sources for the NASA Science Mission Directorate (SMD), Earth Sciences Division (ESD). This effort will serve as a streamlined and flexible method for the Government to acquire data from commercial sources to support NASA’s Earth science research and application activities. Emphasis will be placed on data acquired by commercial constellations, affording the means of complementing NASA's Earth observations data with higher resolutions, increased temporal frequency or other novel capabilities. NASA will require adherence to government-defined End User License Agreements (EULAs) to enable broad levels of dissemination and shareability of the commercial data with the US government agencies and partners. There will be a set of government-defined license tiers (i.e., EULA tiers) associated with all contracts and task orders awarded for Scientific Non-Commercial Use. Specific details on the requirements can be found on the attached Draft Statement of Work (SOW) and End-User License Agreements (EULAs). EULAs are non-negotiable.

The provisions and clauses in the RFP are those in effect through FAC 2025-04.

The North American Industry Classification System (NAICS) code for this acquisition is 541990 and the small business size standard is $19.5M.

NASA will conduct this on-ramp as a full and open competition. All responsible sources may submit a proposal which shall be considered by the agency.

NASA Clause 1852.215-84, Ombudsman, is applicable.  The Center Ombudsman for this acquisition can be found at https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf.

The effective ordering period of any On-Ramp contracts shall be from date of award through November 15, 2028.

All responsible sources may submit an offer which shall be considered by the agency.

This posting, in addition to any attached documents, will be available on www.Sam.gov. Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any).

Prospective offerors are encouraged to notify this office of their intent to submit an offer.

All contractual and technical questions must be submitted electronically via email to Jasmine Jett, Contracting Officer, at Jasmine.N.Jett@nasa.gov on or before August 11, 2025, 2:00PM EST. Telephone questions will not be accepted.

Reponses to this combined synopsis/solicitation must be received via email no later than 2:00PM EST on August 18, 2025.

The Government is not responsible for any failure attributable to the transmission or receipt of documents submitted using electronic means, including the missing of any established deadlines.

Failure to submit a completed electronic proposal by the due date and time specified for this RFP shall result in the proposal being considered late and shall be handled in accordance with FAR 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services (SEP 2023).
