About this opportunity

NASA issued this Special Notice regarding the Commercial Low-Earth Orbit (LEO) Destination Contract (CLDC), which was originally planned as an industry day event with one-on-one meetings scheduled for May 5-7, 2025, but has since been postponed. The notice was initially posted on April 21, 2025, and has undergone four modifications as of the most recent update in June 2025. The Special Notice is classified under NAICS 336414 (Guided Missile and Space Vehicle Manufacturing) and PSC V126 (Space Transportation/Launch). NASA Johnson Space Center is using this notice to solicit industry feedback on preliminary acquisition strategy and technical requirements for the anticipated Phase 2 CLDC contract. The event was designed to provide interested parties, including international partners and potential prime contractors, with detailed information about NASA's plans for commercial space station development.

The primary objective of this Special Notice is to enable NASA to gather industry feedback on its preliminary acquisition strategy and Phase 2 contract requirements for commercial LEO destinations before releasing a formal Request for Proposal. Key deadlines included an April 30, 2025 deadline for responses to the CLDC Sources Sought/RFI and feedback on preliminary charts, with final optional feedback due by May 12, 2025 at 8:00 AM CT. While the in-person industry day and one-on-one meetings were postponed, NASA has made available technical documents including the "CLDC Industry Update May 2025 Charts" and a comprehensive Q&A document addressing industry questions. NASA plans to award a multi-award, firm-fixed-price contract with a 10-15 year period of performance, structured with four primary Contract Line Items covering certification, end-to-end services, pre-priced additional services, and special tasks. Eligible contractors should be commercial providers capable of developing and operating low-Earth orbit destinations that can support NASA astronauts, international astronauts, and other spaceflight participants, with progressive operational capabilities targeted for December 2029 (Initial Operating Capability), December 2030 (Continuous Crew), and December 2031 (Full Operating Capability).
